With your restrictions in mind, I've put every Housamo character who has canonically dated, fucked, or explicitly shown romantic interest in another male in picrel. Keep in mind that these are only the ones that I can remember at the top of my head.

Housamo has the best characters overall but the worst gameplay, LaH has the best combat but the worst updates, Eidos has Amorey but the worst gacha system, Woofia has the most budget it feels like, and the 2nd best combat but the worst characters.
