Opera Omnia had become too bloated due to excessive constant escalation, by the time Rufus and Angeal showed up an average character in order to be viable needed to have minimally:
*all their attacks having to hit all enemies at once
*all their attacks having to deal Bravery damage inter-spruced with HP damage, ending in a massive HP banger
*at least 9 hits per attack but more were recommended
*full EX, LD, Burst and Force extra attacks
*a passive that helped in some specific ways like having an extra attack during the enemy turn or in conjunction with another ally
And then you had to pray the boss of the chapter/event (because yeah, the common enemies had stopped being threats for a long time by that point) didn't had a specific gimmick that forced you to use one character to counter that like Cissnei against Safer Sephiroth.
Everything the game had started with in terms of diversifying characters for strategies had been crushed or simplified too much. I only stuck around for the story (while having to go through the devs' character biases like dunking on Tactics and Rikku fans but instead wanting the entirety of Class 0 and people like Jessie), and Square had the brilliant idea of canning the game before it could be concluded properly, settling instead on rushing things out the door and slap the cutscenes on Youtube.
And considering Ever Crisis is doing the exact same thing on its gameplay, i get the idea it won't be long before we have a repeat on that one instead.
So no, i argue it didn't just needed "a graphics update".
