Yes. Your XP counts toward the next level. So once you do the quests you will level up if you have the XP. And you will start the next level with the XP counting towards your next level.

My wife is stuck at lvl 48 because she only has 32 platinum medals. But she already has enough XP to be level 50. So once we get her those last 3 platinums, she will ding 49. Then she will have to do the quests, and then she will ding 50.

Looks like 2400 basic candy and 320 XL to max attack. You get the XLs also from the paid ticket, unsure what level you can power up to if you max attack and then use the rest of the candy on power ups. I would guess at least 30, which is still pretty decent

It's a fomo Mon for the most fomo event we have had so far. You cannot use your rare candies / XL candies, walking is useless and because leveling it up will be plausible for just 2 days, once the event ends that's it, your underleveled Eterantus will remain as such forever (or at least until the Go Tour Galar in 2028).
Also, you BET we'll get a hyper training bottle cap next season pass to cash in on the literal hundreds of thousands of 10/10/10 Eternatus.

Alternative answer: Dynamax Cannon (Eternatus' signature move) seems to out damage mega Fug's Dragon ascent, so having a high CP Eternarus will be really good for Max raids and as a Dragon-type raid attacker. Well, it's 7 days. 5 of which (from Monday to Friday) have a max amount of pass points you can get per day (50) + 20 extra ones from daily pass missions. That should get your pass to lvl 35. Saturday and Sunday's pass is uncapped, you can get however many points you want. That's when you wanna get to lvl 60 (the higher the better) and snatch that Eternatus. In theory, that's possible.

There will be very difficult Eternamax Eternatus raids, but being them just gives Eternatus candy and XL candy.
It's almost 100% guaranteed that Eternatus will come back in some capacity when Go Tour Galar happens, however unless you wanna wait 3 years, try getting it now.

Boss form that shows up less than even U Necrozma (who gets an omniboost in its battle to give it a barely higher stat total but can be easily cheesed due to that and AI). Hosting for the birds went well, the catch circle is easier than usual. When I was fighting Articuno though, there was a glitch where I was constantly having my team swapped for a while which sucked because my gigantamaxer got switched into a OHKO. These legendary bird raids make me wish we had a good dynamax for rock.

As general raid advice, there are a couple of routes you can go: a) You can try to find your local PoGo player group (through Campfire), b) Get an alt to help with raids (though the alt will be lower level than the already low level you got, c) Look up leekduck or PoGo raiding discords, you can host raid bosses and, depending on the conditions (will explain below) you got and the supply and demand, people will join and help beat it.

Now, lemme write some other general tips:

Open your friends' gifts daily, have a buddy with at least a Great buddy level

That's not that bad a thing anon, when you reach level 35 you get the ability of submitting irl POIs which can be turned into stops and gyms. Terraforming your area and getting a homestop are some of the best things you can do.
Just read that you were actually level 24, in that case just try to walk to the stops where whenever you can.

As an early game player, you should try to raid as much as possible in order to get high CP raid mons, IVs don't matter much early game. It's probably not a good idea to power up your mons yet, but raiding will get you powerful-ish mons you can use.

Your goal should be to level up your account so you can have better stuff. Don’t commit to leveling anything yet, your goal should be to get carried. You’ll probably get better stuff as you catch more, level more, and power creep increases

Again, you shouldn't power up your Pokémon yet, but if you need to, there are many ways of getting good stardust. The best of which is called "Tanking" and it involves delving into the PvP mode, the GBL. GBL is a big resource sink that some people autistically obsess over, it's kinda gay, but the stuff you get is very good most of the time. Tanking means you will get to Rank 20 and stay there for the goodies (going higher puts you up against the autists, going lower gets you worse rewards). Picrel is an easy guide on how to reach Rank 20 in less than a week. After you have reached rank 20, you should go 4:1, 0:5, 4:1, 0:5, 4:1, so you win 12 our of the 25 battles you can do daily and get the rewards (which include good amounts of stardust, rare candies, random good items and an encounter with a selection of mons, which include the current rotating legendary). Because of your low level (and low CP mons), you should probably try to get some more mons to be able to participate in the Great and Ultra leagues (don't pay attention to the Master league).

Best thing you can do is get a home gym, for now just try to put your Pokémon in gyms when you're commuting to work or going back home. You shouldn't worry about putting high CP or """""meta"""""" defenders, because if someone wants to take a gym down, they will, nothing your Pokémon can do to prevent that.

Other than raiding, there are "Community days" in PoGo. Every month, there are 1 or 2 CDs which feature a Pokémon whose evolution gets a new (usually) better move than the ones it currently has. This is a great way to catch a lot of get a lot of resources and build your roster. Some CDs have good raid mons, sometimes they have good GBL mons, sometimes it's just shit mons, but whatever it is, it's almost 100% worth it, especially if the CD is of powerful Pokémon (like pseudo legendaries).

Every year, there are 2-3 massive Pokémon Go events (Go Fest, Go Tour, etc) where really powerful Pokémon appear in raids. This weekend is Go Fest Max, and although you are probably not gonna get much from there, try to get Zacian or Zamazenta. If you have enough coins or raid passes to do 10 raids try to raid Zacian or Zamazenta 10 times in order to get their Crowned form. Those are some of the best Pokémon currently in-game, great for raids, GBL and Max raids. If you cannot raid 10 times, try to raid as much as possible, for this to happen you need to have found your area's PoGo group, so get searching.

They are Pokémon go within Pokémon Go. They are a newish type of raid in which you can only participate if you also have "Max" Pokémon (Dynamax or Gigantamax). Don't pay much attention to them for now, but if possible, try to raid 1 star Max raids (which contain Galarian starters, Kanto starters and some other good mons).

Anon, it's actually impossible to reach level 60 before the weekend. Even if you got the 50 daily points + 20 points from daily missions, you'd still end up around level 35 by Friday. MOST of the heavy lifting will be done during the actual weekend event.
