That is perfectly feasible, for anonymous but registered content and a filter; there's a pretty simple trick in that, in creating a general viewership of moderate/SFW stuff being public, however discussions and images that are NSFW require site/account registration. Things such as video upload content can also be relegated to login as well.

This is what I got cooking up on my end:
Home page --> Site Disclaimer: I am 18: Accept/Decline
Index Page --> Forum/Booru/Chat
Forum --> SFW Pokegirls/Pokemon/Other; only accessible via Login NSFW Pokegirls/Pokemon/Other (More to be built on later)
Booru --> Acts as a normal booru, but if you want to see NSFW content, you will need an account.
Chat --> Requires account registration.

Rules for account registration: User must be 18. follow community guidelines (to be determined) etc. Laws violating server host country (most likely US if going through standard means) will be upheld and users both registered and unregistered will be held accountable to the application of said laws.

1. Basic rules:
a: Underage users will not be permitted whatsoever.
b: No law violations
c: No content depicting minors (lolicon/shotacon/cub) is allowed. Talking or linking to said content will not be tolerated either.
d: Unless there is a channel/forum link for it, don't talk politics, religion, personal life drama/issues, or advertising for your own circle. This is a place for enjoying size content, not /pol/ /r9k/ or /soc/
e: Community guidelines to be updated and affixed likewise.

If you are looking for a premium or dedicated server, I would ration around 100-200 a month for basic operations, whatever for moderation, and whatever for security. As well as initial domain registration, and further bells and whistles.

So the Xenforo upfront can range anywhere from 195 to 805, not including taxes and other services. (This is for a self hosting service)

In a self hosting service, aka, a Dedicated Server Hosting through Namecheap, you have a price range from $49.88-$262.88 per month; ultimately depending on the traffic and needs in that.

There are other methods to go about this, but the estimation of 100-200 a month for basic operation still stands true in a dedicated server; and if you want to do some other things as per what you want the forum programming to be, you can slash the upfront cost as well.

Realistically, you should be going in with $2000 cash in hand to play safe in that. Normally I would charge about $250 per week in design, but since this community is one of my babies, I'll design and oversee foundationals for free, and if a good community that is self regulated can arise from it, I don't mind being a long term engineer for free either, just as long the community can be a good place.

So; that's my offer on the table. If you can come up with the money and gameplan, I'll show up with the hard hat and the discount work.

Admittingly true; the only real cost benefit I personally see is establishing a specific and regular nexus of networking rather than the relative nomadic nature we currently have.

Not that its a bad idea, I think it neat and novel; but its not without its own share of risks at the end of the day. I like what we have now because it's relatively anonymous, and it asks us individually to curate our own collections, and self regulate at no cost outside of personal time.

The only thing that it is ultimately bound to is the moods of the moderation, and of the level of self policing of our problem users who clearly have a specific interest in causing problems, or getting content that is charged in a completely different light that just so happens to be size related.

It would be genuinely nice however, to have a place where we could post size content that is both SFW/NSFW, have a regular artist on retainer, and shitpost about how "mods are being dicks on 4chan again" but I don't mind the lack thereof at the current time.
