It's hard to say.

Omegaboost fires off beautiful particle effects and locks down at 30FPS and plays incredibly with sick bosses to contend with.
Terracon is a 25fps game (with drops) that blows out all sorts of lights and effects with big ass levels, vehicles and huge draw distance.
iS- Internal Section is a locked 60fps, 480i game with elegant and dense visuals. It's a visual treat along the lines of Rez.
Final Fantasy 9's battles may be the slowest in the PS1 trilogy but it's hard to deny how incredible its visuals are. The spells and summons are always a sight to behold.
Colony Wars is another gorgeous space game, those light trails are hypnotic and the battles always have this impression of being massive.
The racing games like Roll Cage Stage 2, Colin McRae Rally 2, Gran Turismo 2, even Crash Team Racing look excellent.

Genuinely hard to pick one.

Insanely fun. Lead programmer and game designer was the lead programmer for Panzer Dragoon Zwei and the rest of the staff worked on games like Armored Core and with mech designs by Shoji Kawamori. It's the best Polyphony Digital game ever.

Lots of stuff. The console is absolutely full of random games people have never heard of that are basically cool looking tech demos with awful gameplay.
Stuff like:
Crime Killer
>Vehicle Combat on small open-world maps
>60fps
>dynamic and specular lighting everywhere
>never drops frames
Draw distance could be better, but it runs so much better than the engines people have heard of like GT2 and Colin McRae that it has to be seen to be believed.

I haven't played the second one, but I remember the first one having a badass 1930s gangster level that was like one of the 3D Gex movie themed levels, but way better.

It’s hard to beat Spyro for best presentation/graphics. They really used every method they could to get the most out of the PlayStation.


For games going for a “realistic” look, I think Vagrant Story is as close as you can get to “ps2 on ps1”.
