Am I the only one who doesn't like how her model constantly shakes in 10 places when she slightly turns her head? Also her eyes open very frequently like she's surprised or something, maybe tracking needs more calibration?
I mean it's not a bad model but it could benefit from less distractions.

The shocked expression thing you mentioned is a cillia's (her 2D rigger) thing. Mint's model also has a similar thing.
It requires lots of facial expression control because it's so sensible to any form of alteration of facial expression that it ends up getting emotions that were accidentally conveyed in a fraction of seconds.
Personally I love the rigging, her model/design definitely need more work though.

After how outdated the Gura model/rigging was I think the new model is a breath of fresh air. I think she was a bit overexpressive today due to it being debut and wanting to show everything off, but if she continues changing expressions every 10 seconds out of nowhere a couple weeks from now then I will agree it is a little over the top.

It's not a good rig thing or a Cilia thing. It's a retardedly bad animation thing. People that don't understand motion end up doing this and thinking it's hot shit, see early cartoons where they would constantly be moving without purpose or direction. Movement for movement's sake is never good quality, and always the hallmark of amateurs. Why do you see it a lot in vtuber rigs? Because they're shit amateurs that don't understand the basics.
In the future people will look back on this era and remark on how the fad was to make models look like they're constantly having a seizure.

Nitpicking, but that isn't how in-betweens work. They're meant to go in between the keys.
Not only does the animation doesn't go between the keys, completely making up new frames that never could have been inferred, I don't believe it even has one of the key frames at least, as the cap can only ever be horizontal at 2 points, and I can't check if it even becomes flat.

Idle animations exist because people can't physically stay still and, in case of more involved activities, it serves an actual purpose, but excess wasted movement is still bad there (e.g. boxing).
There is a difference between a character bouncing around a little and their whole being turning into liquid from slightest movement. Pic rel is a good example (even if the original animation involved this much bounce, why is his hat going into the stratosphere?)
This is a common indie vtuber problem. Doki's model suffers from it too whenever she's turning around. You can also see something similar in some HoloGra episodes (and a lot of EN animations) and I fucking hate it (easiest way to spot it is when a character's head dips before making another movement for no reason).

Another major problem I don't see brought up enough is hair physics. Not how much it moves, but how slowly it does that. It's weirdly floaty on a lot of models even though real hair takes very little time to start settling down. It ends up looking like a jellyfish and reminds me of poorly configured SMP hair in Skyrim mods.
As a side note, I forgot how amazing hair physics where in Alice: Madness Returns.

Same principles apply to conveying motion. The only real difference is that the former does not move outside of existing animations, but the latter's capacity to move is still in the hands of the rigger.
There is a happy medium that exists between Nijisanji cardboards and indie jello.
