plenty of extremely popular content creators stream daily and they're still just as popular, while others only make a video every few months and they still get millions of views, it depends on the subject (or variety of subjects), it also depends on the personality of the creator, and then you also get the ones that disappear for a month or two and never ever get to become relevant past that point, it's a very finnicky thing
I guess the gist of it is that if the talent is there and you reach a level of popularity through talent alone, then you will forever be popular, whether you stream daily or twice a year
if instead you only reach popularity through parasocial activities (like streaming daily, interacting with your fans a lot yadda yadda) then it's much, much harder to stay relevant, you just can't ever let go or else you'll just start falling down the drain
In the case of TPP, novelty is why it was so popular, it was also an extremely out of the box social experiment (people could participate directly, and it was extremely ludo due to the fact that you could decide to either advance the plot, or instead try to crash the plane with no survivors, which lead to tribalism and in fighting (which was good ofc)), so I wouldn't really compare it to vtubing because, well, it's completely unique and has nothing to do with one another except for the general medium (internet)
it wore off because the novelty wore off, maybe holding off for the next few games could've helped retain the popularity for longer, but no way it would've been able to keep going and going, the interactivity which was novel was dead by the end of the first game, now it's just another thing to do on the internet, now it was just another game you've played before that you probably don't feel like playing through again, the same reason why you're (most likely) not just playing the same game in repeat, or at least most people don't do that
