There are additional tools used specifically for ban evading on 4chan and the raiders here use them. I think most of them use residential IPs so there's no real way to deal with them. Btw if you've ever seen someone get banned for being a VPN/exit node while complaining that they don't know why, that's probably related - their IP has been unknowingly compromised by a botnet and is now used by ban evaders.
