On April 1st, 2024, Matara announced her podcast with Mint Fantome. By the end of that month, Matara mentioned having met her "rosie friend" during her trip to Japan.
As everyone knows, Mint had already signed with VShojo at this point, so she scouted fellow idol lover Phoebe and a third, undisclosed member. However, considering how Niji members were being poached by VShojo at the time, we can try to pinpoint who it is based on evidence. And that evidence is right here, in LK-san's message:

From this, we can infer that it was likely canceled or postponed at the liver's request, especially since the VShojo idol group project wasn't going anywhere. Graduations need to be decided a few months in advance for arrangements to be made, including the announcement date and the effective graduation date. However, these can be canceled or postponed if both parties agree to extend the contract.
Now, what about... let's say, Rosemi? In her case, a graduation announcement at the end of November 2024 would have fit perfectly, as she would have graduated after MCing and hosting the NijiTekken 8 Tournament on December 6th, 2024:

Not to mention, she wasn't giving any signs of leaving ("Neversemi Leavinglock", amirite?), so that, combined with the fact that she's loved both inside and outside of NijiEN, would have made for a truly shocking graduation.
We also have another tidbit that confirms LK-san's claims are true enough:

We now know these "circumstances" and "liabilities" were Twisty and Aster, hinting that management was about to throw one of them to the sharks by December if things didn't calm down behind the scenes—most likely Twisty, after the massive cover-up operation to try to save Aster's ass.
