US has non-emergency lines as well, but it's just the local phone number for the police department so if you're in a new area it can be a pain. If I was in a city where I had to sit and wait for someone to steal something so I could jump out at them I would probably report it non-emergency as well because I doubt anyone is going to show up.
Moving from Portland, OR to Virginia was the best decision I've ever made. Paycheck goes like 3x longer too. No reason to be in a place like this.
