Buy books and tools? You don't need any tools; they aren't the magick, You are! But if waving around a sword and knife, or a wand, and wearing "monk" robes is cool and gets you in the mood, whatever. ;~| .. Anna has all the books you need, or try wizardforums.com. If you want an athame, You just need a plain knife with a black handle, push it into the ground (where it originally came from), and it's cleansed! Ever substitute an old car antenna for a sword? It still works. Magick is an Art, not a science!
Have you been told you need a circle? There's no real need; the Earth is my circle. Need the LBRP for protection? Not really, what are you trying to protect yourself from that you haven't already? You don't really need much of anything that you don't already have in your home, or out in your yard. Most suggestions are going to be some way to bilk you out of money. Even most historical books are in the public domain and widely available for free online.

At best I might say cards for divination, but you could just as easily learn to use playing cards as Tarot. Candles, herbs, etc. are only really necessary if you're going into that route, but again, you're just as likely to have the things you need in your cabinets.

Really, you can get by with just a pencil and paper, or even better, absolutely nothing.
