Yoda literally percieves himself as if he was equal to Palpatine/Sidious. He percieves himself as if the two was in the same Caste in the pyramid. He percieves Count Dooku as if he was a lower Caste than him (Yoda does not have a role superior to Count; he hasn't started a "lord career").
He percieves his role of Council leader in the jedi temple (Study group discussing ideology and their findings) as if it was a role equal to Palpatine. The "jedi masters" of said council has barely started their own careers yet.
Kenobi starts a "davinci code style" questline of studying "behind the scenes stuff" where he discovers the clone army that had been ordered by a Jedi Master without their council knowing about it yet.
They end up never starting real "Lord careers" thanks to Yoda; since they instead form some sort of "communist peasant group" under "Peasant Sage Yoda".
During Clone War era they get military strategy training; getting to be Generals in the palpatine led army. It's obvious that this is "tutorial level stuff"; since everything High up seems to be on the same side.
Those trying to misuse their military careers were spiritually percieved all along; therefore arrested for Treason at the end.
Basically only Anakin (Now Lord Vader) established a real career within the military during the military training period. The rest of his Class was arrested for treason due to having plans to misuse military roles with Yoda. That's a very serious criminal offense.
