Often times when you meet people that live like this they have personalities that match their looks. There is a certain amount of ugly one is born with but is ridiculously exacerbated by very poor lifestyle choices that indicate a lack of discipline, negative self perception, ignorance, and greed/hedonism. These are obviously the karmas that are being overcome in an incarnation like this. Of course this is not always the case but when you interact with ugly poor you'll see 90% of them have these massive issues.

That doesnt mean dont treat them with kindness but when you're ugly inside you're ugly outside and if you're already ugly outside this compounds. Now as for terrible beautiful people this is not necessarily an indicator of virtuous lifestyle, though often times a well groomed and well dressed person indicates virtue and if they are ugly they will have an attractive glow. Those who have hit the genetic lottery so to speak but are terrible inside are working on different karmas tied to pride and vanity. If you are born beautiful, wealthy, and still living spiritually and virtuous then congrats you're on your way to deification.

Even knowing all this though still treat ugly people and beautiful people with kindness. You'll be them on a long enough timeline. :]

Personally, I don't share your view of reincarnation and purpose. Maybe for samsara, why not. But for me, the purpose of this life on Earth is to experience as many things as possible.
