According to things like Law of Attraction or Universal Line, and some aspects of Hinduism and Buddhism kinda believe this.

Reincarnation in Buddhism is kind of like that. When you reincarnate unless you practiced certain medications you will forget your previous lifetimes. You can even reincarnate into beings who believe themselves and to be "Gods" thanks to their immensely long life spans and powers. Once you meditate you can look into your past lifetimes. If you don't go far back enough you can go into a memory where you were a sort of "God" in the past life and mistakenly believe you are God because you didn't see all your past lives. The goal is to ultimately achieve a form of Nirvana that allows you to end the cycle of death and rebirth, as well as teach everyone how to do the same.

While Loa and Universal Line believe that you created the universe and everyone is secretly you because you're trying to rediscover yourself and explore Love.

While "Gods" in Buddhism are called Devas because they live in various realms with different properties based on their karma which allows them to do certain things. Like I recall one realm they could manifest any object they desired from nothing. Like I said before the Devas aren't GODS they just have powers and live long lives, like aeons.

The Creator God in Buddhism was just the first being born in the new cyclical universes after the destruction of the previous universe. He becomes lonely and wishes for essentially a friend. Which another being is coincidently born into, and they both falsy believe the First born being created them and is God. So more beings are born and just assume the first dude is God. The Buddhist equivalent of the devil, Maya, or illusion. Constantly gasses him up so he doesn't question anything and people don't try to reach Nirvana. The Buddha eventually sets him straight by teaching him and performing a miracle where he hid and Brahma(the Creator God in Hinduism) couldn't locate him even though he was supposedly all powerful, ultimately blowing to the Buddha's supremacy.

Of course, I would like to satisfy my low desires first and only then do something important, on the other hand, I do not have a sufficient level of intelligence for significant changes and understanding the consequences that they would bring to the current world relative to what I would like to bring and how much it makes sense (why eliminate the consequences if you can eliminate the cause?)
It is not smart enough to figure out how this happened.
Increasing intelligence there is a high probability of losing the correspondence of one's personality and humanity, again a problem.
Moreover, if it happens "just like that", for example, I wanted a cup - it appears by itself, without specifying the exact parameters, there is a high probability that I simply got the "remote control" of something that does this, rather than it becoming my opportunity.
So the best way to use it is to create comfortable conditions for life in a self-sustaining, fairly stable system, leaving the "original" world untouched as "sample", essentially this means creating a planet/subspace/dimension separate from this reality, where I or someone else can safely, for those not there, try to embody various fantasies and experience their consequences.
Would anyone like to try living in a fantasy world with magic? Just ask directly - volunteers will come over time.
And as it fills up, collect other ideas - both existing and possibly new ones, creating more worlds and seeing in which of them life is generally happier and more developed.
At the same time, there will be a backup option if everything goes really bad on Earth.

I would first retreat to my own paradise comprised of various beautiful landscapes ranging between real and fantasy. After getting used to my powers and finding my true self I'd likely then wander throughout reality as an observer. Different worlds and different timelines just watching and learning. I might give a bit of advice here and there but for the most part I'd just be an observer. I'd ty to learn as much as possible spanning over many years of witnessing many experts of various fields. I'd try to apply those skills to my own world and create my own paradise by my own hands rather then it being just copy pastes. I'd just keep repeating that over and over knowing there's always more to discover and learn.

I'm pretty sure I'd first try to understand how and why reality works the way it does without me having real ultimate cosmic power, and then probably realize after trying to use real ultimate cosmic power that what ever I try to change it, due to the fact that I cannot perceive all of reality while still being human and having preferences, there is nothing I can do with real ultimate cosmic power that would improve things in a way that are better for me and reality than doing things the normal human way.

How to determine who is happier? The percentage of difficulties that people faced, which they were able to overcome on their own and create something that they would be happy with (similar to the Japanese 生き甲斐 or simply the meaning of life, filled, not empty).

Probably end up feeling a great amount of fear at using the power in the first place because it seems too good to be true? Hard to say really. But maybe I'd do nothing for a while until something catches the attention of my tiny monkey brain that I believe I should fix or should be able to fix easily but end up fucking up something while not being able to put it back together as it was. Even if it could be fixed the knowledge that it happened would taint it the experience. Nothing in this kind of situation would be earned or satisfactory and just feels like power wanking. End goal would probably be to phase myself out of corporeal existence so that I can observe things as they naturally happen without my influence.

Maybe that's all dramatized in my head and the more realistic immediate would be to create a situation that my family is taken care of and can live the rest of their lives without worry for once. I think the power in itself is infinite, its really only limited by your own imagination. So people with more experience could do better stuff, maybe better then me. And if the powers are infinite and the people are also infinite then there'd be an infinite amount of stuff and worlds to learn. But I'd still view everyone as equals because though different in strength we'd all have the same infinite potential. I guess I'd make it so you'd get said powers after at least one lifetime in some random world kind of like what it feels like for this life.

The way I've viewed this kind of thing is that no one can directly use any powers on you or things you made unless you given permission too, both directly or indirectly. Kind of like how people describe astral travel stuff where as long as you're mentally sound and view yourself in a secure manner then no one can break said security unless you let them in. And as these powers would be connected to your subconscious as well, like life you'd only really attract energies and others that align with what you expect/desire. So you won't be running into malevolent or manipulative individuals unless you expect them there.

I believe wholeheartedly that once we die in this world, you get the power OP says with the limitations I've said.

Firstly I fix the world in all ways I can think of to give humans a much needed break after their thousands of years of suffering on this cursed Earth.

I "fix" blacks/jews/etc by fixing their brains, instead of exterminating them. I give everyone 500 IQ and eternal life but remove the ability to breed. Anyone can choose to stop existing at any time which would allow 1 new person to be born. I'd fix all the problems with Earth not just its people, to make living there more pleasant.

Once everything is fixed, I myself would be bored of it within a few years I think and choose to cease to exist.

First of all, I hope I'm not ruining OPs fun by bringing attention to this, however this is some monkey's paw curse kind of BS right here. When power precedes wisdom, beings are forced to learn their lessons the hard way. I might assume when something like "ultimate power" is involved the price of these lessons is similarly the "ultimate price" what ever that may be.

Honestly I wouldn't want that kind of power, and if it were forcibly thrust upon me I might take the hermit path to minimize damage and suffering done to others while I master this new power. After that I wouldn't know what to do. My first instinct is to do something to help others, but I've learned that's not a simple thing. Every action has a price, every action an equal and opposite reaction. Everything is a double edges sword and attempting to help others also hurts them in unseen ways.
Tell me, how do you use the "all powerful, can do literally anything" powers that can "bend the fabric of reality to your will" in order to gain wisdom, insight, and knowledge? Was this ability to learn and grow wise included in "can do literally anything" or are are we still forced to do these things the hard way??

It's hard, there's two answers, one is incredibly selfish, the other altruistic and I don't know which way I'd go. Part of me wants to set myself up as a messiah style figure, and I'd have all of the power I need to back it up, I'd turn water into wine, I'd do it one on one, rack up believers.
