There are no psychic powers in the hollywood sense, at least none that you can uderstand or control.
But as many other people said, whe all have very powerful yet small and fragine inner intuition and perception, that we have been taught to ignore or even supress.
What you are trying to do is consciously access you usuallly subconscious perceptions, which percieve very real stimuli, but that we usually don't process logically, such as knowing when someone is staring at your back, gauging good and bad vibes and having sudden feelings of dread before dangerous situations.
Dreams are often mentioned in these circles because when we dream, we do not logically supress what our subconscious has perceived, adn we can discover and predict "new" thing that we didn't know we knew.
Now to the practical side, I would start by knowing north from south. What i mean is doing the exercise of finding north with your eyes closed. This exercise will give you a sense of how delicate and how much concentration is needed to focus on your inner senses(and yet it's still an easy one relative with what you want to accomplish).
You can literally feel where north is, just like birds and bugs can.
For me, I just stand still and concentrate. I imagine my brain is full of water, and I slowly rotate, to feel in which direction the imaginary water falls to. That direction is usually south so then I know that the opposite direction must be north.
I have gotten the hang of it after some years, but it's still very susceptible to distractions or bias, you must really tune out everything else. I have just started to be able to do it under public pressure.
I really think anyone can do it, but then again I can swear i can feel it when o get an xray at the hospital, it's like a blowdryer going through you, so maybe I'm just weird.
