They say it's so that beyas can't become ghettos for foreigners, and in fairness less than half of beyas have a gaijin so it's not like anyone's being kept out of joining due to lack of slots. Fun fact, Kataonami-beya has two gaijin, Tamawashi and Tamashoho, due to Tamashoho's stable closing down and they're brothers in law so like whatever. The beya has literally 4 rikishi at it anyway. This is a legitimate point, because the first foreigner ban (though it was unofficial at the time) was because Oshima stable recruited six Mongolians at the same time. If those six were recruited by separate stables instead then there wouldn't have been a problem.

They do incorporate weight training, the problem is sumo as a whole can't afford modern equipment and trainers. They probably could if they were able to combine funding within ichimon, but resources are spread to thin among heya. So instead of having proper trainers, they just buy whatever cheap weights they can find and self-train with YouTube videos, then wonder why they keep getting injured with shitty form.
The advantage to traditional techniques is they're developed to be relatively low impact, which means much less risk of injuring yourself while training. Getting injured for two months wouldn't be that bad in any other sport, but in sumo it means 0-0-15 for a tournament which sends them plummeting down the banzuke. Missing half a year (three basho) is enough for anyone lower than ozeki to lose their salary completely.

There's a difference between doing something and doing something the right way. When it comes to weight training, proper form reduces the chance of injury. But what ends up happening is these guys think they have proper form simply because they're still gaining muscle, without realizing that they actually have shitty form and it's increasing their chance of injury. That's what a trainer is for.

You're objectively wrong because of how the human spine works. It's designed to be flexible. Having a perfectly straight back through repeated lifts is going to feel stiff and unnatural, especially for beginners who aren't used to it. Sumo is a lot more hands off than most other sports when it comes to training. There's a much greater emphasis on self discipline and motivation, and the rikishi that excel are usually the ones that take it upon themselves to supplement their traditional daily training sessions. A lot of beya do have proper trainers that work with the boys, just not during normal traditional morning practice. Most of the weight lifting and supervised training is done during the second training sessions in the afternoon/evening time.

The success or failure of a rikishi is dependent solely upon the rikishi in sumo. Oyakata act as a guide and show them the path they are supposed to follow, but it's up to them to take that path. If they want to do the bare minimum and suck, then that's on them, and that includes cheating on everything from form in training, to eating, to doing more than just the bare minimum.

The only two that can be verified are Tochigiyama in 1918, and Musashiyama in 1935. Onishiki in 1917 is a possibility but there are multiple records missing from his lower division basho, although we do know he went from jonidan to juryo in 5 basho so it's likely. But it hasn't happened since 1935, until Onosato. Some have come close, like for example Musashimaru only had one makekoshi in the lower divisions with none in sekitori.
