You are ignoring so many factors that led to these things even being possible to produce. They are anomalies that only existed because Japan's 80s bubble economy. Only then could you produce something like Gunbuster and simply sell it straight to home video. Only then could you produce something insane like Royal Space Force, have it flop as brutally as it did and not have it completly kill the studio.

Panty Stocking doesnt even look like cartoon, it's unique and its own thing, It's a kind of perfect middle ground between cartoon and anime. It's one of my favorite artstyles and is why I love westaboo art in general since it perfectly hits the appeal of western art's wacky proportions but still maintains the level of quality and stylization you'd expect from anime art. I don't like the way Kaguya and the other ayys were implemented in Naruto but I think as a concept they could be cool. I think the issue is that they came so late in the story that they feel really out of place to me. They'd definitely have to start over completely to fit them in in a way I'd enjoy, but I think it could be possible.

Well, it was not nearly as bad as Ryza that's for sure. These issues are more common in other low budget anime but they still show up in high budget anime that use CGI. Imo it's a form of corner cutting and it's a shame that there are so few studios that still do hand drawn backgrounds and art.
There was some interview not long ago where a studio insider was saying that a lot of new animators are so reliant on CGI that projects actually get held up because the animators can't start drawing stuff without first having a CGI mockup of rooms and stuff.

I have seen some issues with Shaft's CGI but they're more minor stuff. Like, in the retarded "forced animation" threads there's a clip from Madoka that gets posted where they claim the animation is hard to follow because the camera moves around too much. Really the issue is that there was no skybox/background in that scene when the episode aired on TV so it gave viewers less to go by when trying to interpret movement. The blu-ray release fixed it by adding a background.
In general though, Shaft really cares about their work and makes an absurd number of changes to their blu-ray releases. Here's an example from just a couple episodes from the latest season (the blu-ray release came out in parts and each part got a blog post, the whole season had way more changes)
