Honestly, they can reasonably fit every single story the manga did in order to get the mega payoff where the whole CITY is there, but this is a good episode.
It still suffers from the recurring issue of characters that haven't been actually introduced simply showing up. Anyone that says it doesnt detract from the experience is honestly coping. Awari wrote it like that for a reason. I know theres budget and time limitations at play but that doesnt make it good. The Tanabe party happens in what, volume 5? Theres dozens of chapters of character introductions and buildup to those wonderful panels. By then youre we'll acquainted with a majority of the characters and their place in the story. Its the whole reason why its so satisfying to see all their stories converge. Its masterfully done. The anime is clearly "making up" for not being able to do the buidup properly by making the whole episode very hectic and detailed. Its good, even great visually. Definitely gets better on a rewatch after you've seen the whole anime and are fully acquainted with all the characters. But a first time viewer isnt getting the same experience they would have gotten reading the manga.
That all being said. I enjoyed the episode.
I think I'm gonna re-read the story time.

Or maybe by the end of the show all the remaining character dynamics are introduced, and viewers just have to stick it out for a while longer.

i can tell you right now that what you saw was NOT lazy by any means. synchronizing all of those scenes and making sure they all flow together, designing +animating them, AND the numerous transitions between them all; takes an ungodly amount of time and is anything but low-effort. most of the time taken to do something like this is during storyboards, because it all needs to be laid out by hand. sure once it's all planned out most of the tedious work is those transitions, but getting that scene boarded (remember, it's several minutes long) and ensuring it all flowed perfectly must've took kyoani months of fine-tuning before it was even ready to animate.
now it being lazy from a story perspective? i can actually understand this argument (though I disagree heavily) but don't look at it that way! look at that sequence from the perspective of an artistic achievement, and pushing the genre forward with new and ambitious techniques. : )

Call me a retard who got filtered but I didn't care for this episode at all. I really enjoyed last episode after feeling ambivalent about the first 3 so I was hoping I would enjoy the rest.
Visually it was impressive and very well executed. I think my problem is that I simply don't care about most of the characters, and the humor is more miss than hit for me.
If it was all or mostly Wako, Eri, and Matsuri being cute and goofing around it would be so much better.

I'm sorry, everyone, but I would be lying if I said I didn't hate this fucking episode. The series was going perfectly so far until this episode went all avant-garde. It felt like a complete butchering of the source material, they included like a dozen subplots from the manga and reduced them into tiny frames in the corner of the screen for seemingly no reason.
It felt like this was the final episode, and they ran out of budget, except this wasn't the final episode, and it probably took a lot of work to make those tiny animated segments just to waste them like that.
I also didn't like how they introduced the granny who in the manga is Nagumo's landlord that she's always avoiding, but here, nobody who hasn't read it has any idea who she is or why Nagumo was intent on not submitting to her. It was all just so random and unnecessary. Not to mention Shia and the sisters being introduced in that tiny box gag so you don't even know their names (can you even call this a gag?). I like Kyoani and Arawi, but this was simply not it,

Silent voice movie doesn't even convey the same message as the manga and they rearrange shit in order to have a climax without the last 2 volumes.
Kyoto Animation always had a specific view of the concept of "adaptation" meaning they adapt in the way they interpret the story.
They clearly wanted to display the multitude of little scenarios occuring simultaneously as a metaphor for the city itself, that's why every bubble is assembled in the end for one glorious shot with every residents.
