There were only really six episodes of Frieren that had particularly stellar animation, and for one of them it was mostly just rotoscoped. I agree it looked gorgeous in pretty much any frame, but they were rarely doing much in them.
A lot of it just comes down to the style of the art. If you enjoy the style of art in Frieren, you'll enjoy any given frame. If you enjoy the style of art in CITY, you'll enjoy any given frame.
What's different in CITY is that KyoAni is actually pushing the medium with things that just haven't been done before.

It's definitely meant to be watched multiple times. I think it helps to stop and rewind each time they change the main frame with the audio.
Or, you can just sorta let it wash over you and accept that the point of it is that lots of characters are ending up in the same place, and in the same spirit of hospitality and interconnectedness that the CITY was founded on (as per the special ED). Get the gist of each storyline, and then go back later just to pick up on funny little details.
The Amazon subs are utter garbage, though. Whichever OCD turboautists does fansubs for it later is going to do a much better job, and I salute them for it.

No, not really. Similar style in character design, but overall a very different sort of show. However, it's implied that it exists in the same world. Mio seems to show up as an adult mangaka, but we don't see her face. It's implied that Yuuko is the (absent) mother of some of the characters and that Yuuko's mom is one of the characters we see.
Overall the show is going more for a comfy story instead of just being an unhinged comedy. The characters are quirky in the same way but the story is more about how everyone's living interconnected lives and doing nice things for each other, having good friendships, etc. This last episode really emphasized that.

Anyone well versed in the drawings and animation can explain few things here to me. When it shifted to multiple panels do they need to draw it seperately then crop and add it or or all those done in a single paper? I assume it's the former as some line art seemed low quality during some scenes while some also seemed pretty good to maintain the resolution after cropping. Next one is about the final bubbles with characters cut and moving to a huge view of those characters with a static camera, during those bubbles scene some cuts are repeated and when it moves to the final view the cuts from those bubbles are replayed all together, are those drawn separately even though i can't make out any difference but i cannot understand how the perspective and quality works as during the bubbles cut the lineart looked really crisp but the final view not so much which is a given

New Panty & Stocking has had its memorable moments too.
But this latest episode has been the best of CITY so far.
I usually don't like how in anime comedies (such as Nichijou for example) one episode has several different storylines or plots in it. I prefer one episode focusing on one subject/plot/joke. CITY's latest episode nails this, and delivers a full-packed story, where all the different storylines and plots come together and in a way, celebrate themselves.
The episode had many heartful moments, or you could say, hospitality

The animation is top-notch… but everything else pales in comparison. The characters feel one-dimensional and like try-hards. The only scenes I enjoyed were the ones about the crush on that air-headed girl, because love is a universal language. By episode 5, I was already in love with the miracle of the universe that is Yuko. By comparison, City, instead of fixing Nichijou’s weaknesses, just amplifies them, way too much slapstick that doesn’t land, with a weaker cast than Nichijou. At least in Nichijou we had the trio, each with strong and recognizable traits. In City, we don’t get that at all; the characters feel like strangers to me, just putting on an act to make me laugh no matter what it takes.

Honestly in terms of just personality mont blanc trio miles better

I'm really split on City as an animu. I understand that they skip chapters to fit in the whole thing, but I feel as if they adapted most of it and kept the finale to the towers as a first cour that would've been better. Anime onlies will be missing a bunch of the chapters, characters and context that made the mango good and that's regrettable for them, but it's also regrettable that we won't see a bunch of gold chapters unanimated (though fingers crossed they might be later out of order). And for this episode in particular, I feel even worse for live anime onlies because they don't have the luxury to re-watch it a bunch and will miss out on even more because of the direction they took with it. That being said, I contradictorily like that they're directing this in an original way so that some things are animated or presented in an unexpected and interesting way, which is a big part of what makes City good in the first place. The animation, VA and song picks are also stellar and I've nothing bad to say about those. Overall I like it but I also don't like it and feel as if it could've been better.

You're not split on CITY The Animation if all of your concerns have to do with CITY The Adaptation. Animeonlies seem to be enjoying it just fine. It captures the lovely spirit of the manga, even if plenty of details and side stories are left out. Which is really only a downside for people who have read the manga. Thankfully, CITY The Manga exists for anyone who would like all of that too. I think when considering an animation, it will be much easier for you if you imagine the source material doesn't exist at all, since that's the case for a large portion of the audience.

This time though they still included them as side segments that run concurrent with the main one, except they never got the spotlight. It would've been better if they just didn't include them at all as they usually do. It's a real shame too because those have great chapters.

Niikura is the only one with an actual personality in that mess; she feels like a genuine person. Whenever characters interact with her, things instantly get better because she’s not a one-note character, she actually reacts differently depending on the input she gets from everyone. By comparison, Nagumo and Wako are completely underwhelming; they’re fucking aliens acting in a comedy skit instead of living in a normal fucking CITY. Even the non-lesbians, who are usually a complete drag with their same tired routine, actually got a laugh out of me this episode by teasing Niikura with the keepsake. She single-handedly boosts my enjoyment of the show, though maybe I’m a bit biased since I really wanted City to be a better show than what I got.

The only time it has made me laugh out loud was the bit with the sleepy girl a few episodes ago where the takoyaki she was eating fell and had the same flashback sequence she had a couple times before it. I don't think it's an overly funny show, but I think it's very charming and endearing. Half an episode being seemingly unrelated 4komas and then them all coming together for a larger joke in the second half is pretty fun. The anime itself though is 100% a passion project, and after the disaster that was Nichijou sales I'm pretty sure they're just doing it for fun and don't give a fuck if it bombs or not.

How come this series is so experimental while 90% of traditional kyoani stuff is so disgustingly safe and boring
