Kinda, but it's not entirely her fault.
She had Sailor V published, and had a few designs for a few civilian girls to help out Minako.
Then Toei approached her and told her "You make something else like Sailor V, but make it a team show like a Sentai, and we'll make an Anime to air alongside your manga."
So she made Usagi who was Minako with a silly hairstyle and gave her parents and a brother styled after her actual family, and retooled the designs and names a little for the other magical girls. Like Makoto losing her smoking habit and changing her name from Chiba to Kino.
And at some point, I don't know how late or early, she decided to fold Sailor V into it as well.

I started Sailor Moon S last week, and it’s slowly becoming my favorite season of the show. The character writing has been consistently great, which makes sense because, by this point, the writers had a strong grasp of the characters’ personalities. Their dynamics are at their best, and their interactions feel natural. I like Uranus and Neptune a lot, too. I think they’re probably the best additions to the cast the show has made so far. Also, I’m surprised by how much some episodes feel like “proto-Utena”; they even use some of the same imagery.

Take Sailor Stars, for example. They kill Mamoru there, so they can create some tension with Usagi and Seiya. But there's never really any chance of anything happening, they know the audience would never forgive it if she fell for Seiya even temporarily. So what's the point? You want the manga or live action version for that, which is basically a Proto-Madoka. The 90’s anime on the other hand was made for literal preschoolers with the sole purpose of shilling toys so not as many dark themes to be found aside from Ikuhara’s standard philosophical touch.

Third season is about sacrifice season and presents the Moral Trolley dilemma, posing the question that sometimes Magical Girls can’t save everyone.

Fourth season is basically the puberty season and explores one’s newfound sexuality that comes with growing up.

One thing I wish the anime did was depict the girls' heights in the manga. Usagi and Rei being shrimps compared to the others is fitting given their dynamic. I've never read the manga but a thing I hated about the anime is that it turned Seiya into a dude.
