At least then there would’ve shown there were actual consequences from Oden’s naivety with most everyone in Wano besides his most loyal followers thinking he was just a fool that died a fools death (which he was). The ONLY thing that pisses me off about Oden is that he kept trying to escape Wano every chance he got WHILE the scabbards and co pretend that he's a great leader, friend and dependable.
Even when he got back he didn't fix shit, lead shit, solve shit... he just wanted to escape, again.
It's like there are two characters in him, one is an Oden that wants to be a pirate and roam the seas and all that and the other is some half-baked leader type that Wano, as an arc, required to make sense of it.
Oda should've split this into two characters or something, as it stands every part of Oden's story is annoying and a continuous barrage of mixed signals.

But that's basically all of Wano, you can tell Oda had a bunch of loose notes about it, probably having compiled them over decades, and he wanted to cram everything he could in there.
In the end it's a weird mixed bag.
Even the not-Japan setting was barely explored.

I don't think Conquerors being so rare has to do with genetics or nepotism, but more about the fact that barely anyone posses the raw willpower and sheer autismo to trigger it.
For as powerful Haki is, its also very sensitive to an individual mental and emotional state. Look at Moria or Crocodile. Both got humiliated by a Yonko, and lost their Haki as a result. They were still "powerful" fighters, compared to 99% of the population, but due to their mental state they lost access to all manners of Haki.
Now apply that to Conquerors. Something that requires an extra amount of will and resolve. Barely anyone would have the capacity to trigger it, for barely anyone would be in the necessary mental state.
Only people who have unshakable wills, that top of the top, can unlock Conquerors Haki. And those who do it can come from any background.

Clearly in the One Piece world it is more efficient to have a small group of high level fighters than to try to boost the strengths of armies full of nobodies. I'd suggest you re-read the fight, as it definitely didn't go down the way you think it did. Even when Luffy was in Gear 4, Cracker was able to keep up with him and take efficient exchanges with his biscuit solders, in comparison to Luffy having to use Gear 4 to even break through them. Without Nami softening up the biscuits, Cracker's wear-him-down strategy would have been much more effective and Luffy would have had to do something completely different to win the fight. particularly as he was on a time limit.

To add on to that fact, it was ultimately a mistake from Cracker that cost him the fight, rather than Luffy forcing a win. Had Cracker not chosen to go on the offence at the time when he did, the fight could have continued on to a different potential outcome, depending on how he dealt with Luffy in Gear 4 with Nami in support.
