Probably a combination of pragmatism and guilt. Agents get sent to visit to give them a more personal encounter with the cost of failure to protect people. No point in requiring more than one visit as they'll either get the lesson or they won't. Most don't revisit as they're attending school, training at Border, and trying to otherwise live their own young lives on top of that, and simply don't have the time. No gifts is to help limit favoritism, avoid financially pressuring poorer agents, and keep the kids from expecting gifts from all Border agents, or from feeling too indebted to Border.
Leadership visiting often is probably a combination of guilt and making sure things are running smoothly. Technically those kids lost their families because Old Border failed to prevent the invasion, stop it fast enough, and possibly even caused it by taking custody of the mother trigger and sheltering the surviving royals. Old Border also recruited a bunch of kids and got most of them killed in the war. So Kidou probably wants to make sure the orphans their failures created are being taken care of, and they have good options in life, including other than Border.
