It's an interesting question. We really don't know too much about the proliferation of the AiPriVerse or what it was like Pre-Mugi integration, and both things would be interesting to see. Maybe foreign countries run older versions of the Verse, like how Taiwan was still running Prichan until now.

First, it's obvious that Mugi wasn't there when Bicolor Rose was active, since it was most likely before Himari was even born. Technology aside, it should be since we know Tsumugi is the AiPri Verse itself, so it was an entirely different Verse.
Now, it is said that Mugi-chan stopped talking soon after she returned home, which is implied to have happened because she became the AiPri Verse. This should be about the same time she first met Mitsuki, and she looked about the same age as the flashbacks of her at the island. This means that most likely it was already the new Mugi-Verse when the dorks first joined AiPri and became Star AiPri (and it does look the same in the flashbacks). The legend of the Legendary Coord is probably something talked about since the beginnings of the Mugi-Verse.
One of the questions I have is whether Buzzlume Change just happened to be introduced right before Himari's debut or if it was something that existed since the beginning but Himari was the first one who managed to unlock it. Himari having a bit of "predestination" for Neon Buzzlume due to her affinity with Mugi makes sense. However, extrapolating the buzzlume point a bit, you gotta wonder how it applies to the new buzzlumes too. Did the conditions for activation always exist and simply no one had met the emotional criteria yet, or did some external event prime them for use? Hard to guess until we know what the full extent of Ring-hime's influence on the AiPriVerse is, considering she seems intrisically tied to them, but still something interesting to keep in mind.

That's kind of where I'm at too, if we're going with pure hypothesizing. Nothing to back it up at all, but I had a thought that Ring-hime was perhaps like a prototype control AI made before Mugi, but based upon the popular AiPri at the time (young Wanko-sensei). Her loss of memory would be due to wiping her memory before switching over to Mugi, like wiping your drive before installing a new OS, but some fragments remained and after a while they reconstructed into the Ring-hime we see now. Similar to Himari's affinity with Mugi, Wanko-sensei and Sarashina would have that same affinity with Ring-hime due to being based on the (young) old hag.

Poster aside, directorial intent is an interesting topic. I do think that Chii's arc here is one of the foremost examples of AiPri's cynicism, and it fits in line with the whole aforementioned "it's hard to change" opinion held by the Director. Chii still is not a mentally strong person, she still gets bitter and angry at her failures, she still resents people for doing better than her, etc. However, she does have a noticeable change in this season in that she reached out to Vivi for support instead of remaining isolated, which imo shows a definite improvement in her behavior over how she was in Season 1. Is it embarrassing? Maybe. But a doggone loser sometimes has to do whatever it takes...

Just to stress, I don't believe there's anything wrong with people wanting Chii to be a super mature wise top idle after her Season 1 struggles, that just comes down to taste. I just personally believe it's really cool to see Chii still be a very flawed individual who is struggling to get by, that her personality didn't drastically change just because her time as the protagonist ended, stuff like that.

That feeds right into it too, that's another aspect of cynicism right there. It's definitely odd to see in these shows a setting where hard work doesn't necessarily pay off, and the resulting mental turmoil that comes with that failure. Not that AiPri is alone in using that plot or anything like that, but it is rare to see that philosophical failure be a central defining point of one of your main protagonists.
