It's more challenging than you probably think. Even if you're using simulcast scripts as a base (and even that will be more challenging when a lot of signs will just go untranslated due to worse standards), quality fansubbing is complex enough of an activity that it's hard to try to pick it up from scratch without veterans to guide you.

Considering that everything this season has still been done in Aegisub (CR has just been serving awful ASS-TTML-ASS conversions for a lot of stuff) as a full shift to OOONA isn't going to happen overnight, without a concrete promise to keep typesetting in the future (ie. to keep using Aegisub as the primary subtitle editor) it is sadly entirely possible that this is just a delay tactic from the Crunchyroll leadership. It's more complicated than that, all the non-season one shows are using the old pipeline.
They are uploading unprocessed .ass for both the Closed Caption Converter and those Aegisub made versions. If you look at the actual subs, you'll find many different Aegisub versions, and in a few the subber tried to hide the use of AegiSub in a clumsy manner. This usually isn't reflected in the rips because most rippers strip comments and a few metadata headers, but you can find them if you look at CR itself.
Some of the reverted to original .ass files now actually show that they obeyed Amazon/Netflix subtitling standards, like they didn't use much typesetting, did all caps signs and other things like that.
So right now on CR we have: a) old style post-processed .ass b) ttml CCC conversion on newer shows, but very rarely applied on old shows' recent episodes c) raw AegiSub (sometimes, rarely edited to hide the fact manually) .ass files with very good typesetting d) raw AegiSub files that are intended to be processed into ttml or CCC output
So they are taking these d and turning them into c when people complain, this is inconsistent, but after your article you've seen a flood of v2's, many of those are due to them trying to fix as much as possible, but many shows lacked good typesetting to begin with, it's clear CR higherups ordered their subbers to sometimes just sub directly to Amazon and Netflix standards so that it can be ttml converted easily.
Now that you and a few before you have caused this stir, they are typesetting these d) versions into c), but only some.
Most new animes will have a mix of b,c,d, but now more and more are c and d. There's still enough anime that are pure b.
While these technical details may not matter as much, what matters is that they keep typesetting properly, and ideally stop even uploading CCC stuff at all.

Nowadays many newer shows are getting even d) on release, but some will sometimes still get even b) (C.C.C.) even when earlier episodes were properly done. Sometimes they do the typesetting and put up the d) version or more rarely c) which is only marginally better than b) (CCC) because it was made with Amazon in mind. When the first backlash happened at the start of the season, they went and started doing proper typesetting for a few animes right away (not fixed days after), but it wasn't as much.
Then some weeks passed and they stopped doing it as much, but still the more popular ones were getting typeset.
As more and more dropped off, you wrote your thing, it caused bad PR for them and now they went from maybe 20% of shows to about half being typeset on release (not after).
In general when something needs fixing, like there's a fuck-up, for example, recently "Who Made Me a Princess" episode 8 had subs off by 10 seconds in the timing.
All prior episodes of "Who Made Me a Princess" were done with CCC, now instead of just shifting the times, they clearly sent it to their inhouse subbing team as the fixed version was done in Aegisub and it wasn't just shifted, but heavily edited by their editor.
I'm not as certain they want to kill Aegisub directly, but I think they wanted to fire as many of their in-house subbing teams as possible and rely on outside contractors, that would sub in ttml.
The current backlash slowed down this process.

Jinzouningen obviously literally means "Artificial Human", which is what was initially used in the original Funimation subtitles for Dragon Ball and Dragon Ball Z, but that term is more of a catch-all for various types of artificially created humans.
In Dragon Ball, #8, #17, #18, and #20 would all be cyborgs, so why not refer to it as "Cyborg" if not "Artificial Human"? That is because the term "Cyborg" was already explicitly used earlier in the series, by Tao Pai Pai after his own robotic transformation.
"Artificial Human" is often simply too wordy within subtitles, so while it can and has been used, a more competent release would follow with "Android", which still works as a catch-all and better describes the series those creations are a part of.

Anyway, for entertainment products like anime and manga, it always makes more sense to go for dynamic equivalence over formal equivalence. It is simply the more faithful approach when it comes to the goals of the original text.

Also, it's not like you couldn't have TL notes even with a dynamic equivalence focus. The trick is to simply make them nice extras for the interested, rather than required reading. That way the TL notes can exist in a separate section at the end of an episode / volume / chapter / whatever, instead of having to distract the audience right in the middle of things.

It really isn't. This can be easily observed just by looking at translations that have gone for the dynamic equivalence + extra TL notes approach. If it was as common as you claim, they alone should have plenty of crudeness to them, but that is simply not the case.

Of course, I guess you could always insist that anything that isn't strict formal equivalence is automatically crude, but at that point you should know that you are very much in a minority position against common consensus by experts on the subject matter.

I'm always torn on TL notes. On one hand, I've never seen a Murakami book with TL note, and they read fine. That's much more dense and harder to translate in anything in anime or manga. I think in the literal sense, yes, you can basically always translate without TL notes.

On the other hand, I think there are tons of cultural things that someone wont know. For example, one of the first TL notes I ever read was about how people think you sneeze when someone is talking about. Honestly, a very useful note that has made quite literally hundreds of scenes make more sense to me. But thinking about it, that is also obviously a terrible thing to put into a TL note -- imagine if you had to read that TL note every time someone sneezed. It would be insane. I've seen plenty of TL notes about how some character action is a reference to some ancient children's cartoon, which people seem fine with it, but I've never seen a note explain that this scene is literally a Jojo reference. Basically, I think explaining culture does fall under the purview of what TL notes should be doing, but there also doesn't seem to be a sane or sensible way to actually choose which cultural contexts people explicitly need help with.

Nowadays, it feels like a lot works tend to explain this on their own, like a character sneezes and there's some commentary along the lines of "oh, someone must be talking about me" (or you, in case the commentary comes from another character than the sneezer). On this, I have to say that there should never ever be notes explaining references present inline in the main translation. It completely spoils the joy of getting the reference to people who would get it, while not really making it any funnier for those who wouldn't have gotten it. Any explanation of references should pretty much always exist as strictly bonus material for those wishing to spoil themselves.
