You have to remember Oda is Japanese and the Japs regardless of how much bullshit cartoon slop theyve pushed out since the 80s. Have always been passionate about world domination, they're naturally just imperialist sociopathic genociders. It took ww2 and the entire globe nearly ending for them to be forced into Western Capitalism and become the "nice" japs we bred today.
Oda on some level definitely supports the idea that someone being "King of the world" is a good thing, he's showcased that and foreshadows it constantly.
