Some of them are.
But I think that too much emphasis is placed on caring for the person, and not enough on their impact on society. I would bring back the old doctrine of legally confining the mentally ill to asylums. Just doing that would:
1. Relieve millions of families of the burden of caring for those people.
2. Solve most of the problem of homelessness.
3. Solve much of the problem of substance abise.
4. Reduce crime drastically.
5. As a result of all the above, make cities cleaner, safer, nicer, more livable places, without the "hostile architecture" we have to put up with such as window sills with spikes on them so no-one can sit on them.
