If you have a technical, scientific, medical, or legal question, post here if you like, but you'll probably get better answers if you start a separate thread on /adv/.

Please help to make the thread better by REPORTING off-topic, low-quality, or rule-breaking posts!

Anyone can. There are some generally observed conventions about *when* it should happen (see OP) but it's not any particular person's job. Sometimes people go a bit crazy. There was a point a few months back where one guy (possibly more than one?) got so obsessed with starting new threads before any of the rulesposters could do it that he was starting new threads on page 2 and there were five active threads in the catalog at once. It was at that point that the rulesposters added a section in the OP about waiting till page 9 or the image limit. Since they did that, it's been a bit calmer.

If a thread reaches page 10 it has a tendency to be archived and locked without warning. When that happens, you ALWAYS get at least three people creating new threads at once; so it's better to start a new one while still on page 9.

The other issue is that you can't have more than 150 images in a thread. So if you're getting close to the image limit (mid 130s) then it's best to start a new thread, otherwise some people trying to post to the old one may not be able to.

There's never been a "thread war". What *are* you talking about? You need to start new threads when the old one is on page 10 (or approaching it) because at that point it can be archived and locked at any moment, and then everybody tries to create a replacement thread at once and you end up with three or four new threads at the same time. It's better to create a new thread before the old one is locked.
