When I once took a carriage ride as an attraction, there was a cloth going from underneath the driver seat, between horse legs(edges high up, middle hanging lower) and up to about middle to horse belly.
Horse would just lift tail, drop the shit and it would simply drop onto the cloth, just to be scooped by a driver via shovel and deposited into shit compartment attatched to the carriage. Simple and efficient. You would still have to expirience the smell of horseshit from the stained cloth, but streets stay clean.
