My dog has begun being an absolute asshole to other dogs on walks. She used to be fine but now whenever we walk by other dogs she barks, pulls and snaps at other dogs, even if they're across the street. This behavior started around the time she turned 2 and has only gotten worse (almost 3 now), shes a mutt. Its super embarrassing, and I am concerned now if another dog gets too close. How do I train her to not do this? I think I'm going to get her a basket muzzle.

My family had one growing up, my sister has had a few as an adult. I'm sort of with you on this, but I think having a licensing program to own one would be the fix. The thing people fail to accept is that, like a knife or an axe, a dog is fundamentally a tool that we learned how to make by manipulating natural processes. For knives, we manipulated metal malleability; for dogs, we manipulated genetics. The only difference is that the advantage to a dog as a tool is that it acts autonomously, which is brilliant if they're trained and handled by the right person. However, it's not even like a gun where you can control the trigger but can't control the bullet once it's fired; a dog can "fire" whether you tell it to or not.
The problem is that pitbull owners are almost never the right person. It's always a show of power ("Look at muh tuff-ayuss dawg, nigga") or a show of defiance ("See everyone?? I can totally control my sweet Tiberius with my 99 lb girl arms!"), and these people refuse to adhere to any rules or laws that would help mitigate their stupid decision.
Pitbull ownership should require a basic dog training and handling course and a licensing exam, and your pitbull should be subject to yearly testing to ensure you still have it under control.

My dad has a toy sized poodle and instead of a litter it actually had a fucking massive puppy that was stillborn. The thing was like 75% the size of the dog that birthed it. The vet told him that is apparently a thing sometimes with tiny dogs. Anyone else ever experienced such a thing with their pet before? It seems like such a strange thing as far as evolution goes. I feel so bad for the dog.

The remaining two or three embryos were tangled and wrapped around ovary or something, had to undergo surgery and infection treatment (bc of babies already rotting inside). Poor girl. Luckily she was well after the surgery, but grew aggressive towards young rats.

So, I'm getting a 6.5 months old rough collie. And this is my first dog if we're not counting numerous interactions with friends' and family dogs. And while collies are said to be chill and intelligent, and he behaves well at breeder home, I'm preparing for the hardships of having to adapt an adolescent dog to the completely different life.
So far I'm expecting problems with potty training since he was living with free access to the backyard, and leash and crate training for the same reason. He's also the biggest pup in the litter and seemingly has a tendency to do things the way he wants to even if others are not ok with it (chasing house cats, nibbling at his brother's legs, expressing his will to be hugged by putting his paws on the person's shoulders). Do you guys have any tips? I can't decide whether to approach him gently or strictly right away.

Both, sort of. You can't let him get away with bad behavior because it will only get harder to correct the longer he does it and you'll grow to resent him for it. You need to be consistent or you'll confuse him. At the same time, you can't be a tyrant or he'll resent you. Set expectations, but be realistic about them.
