Cassava has two varieties, sweet and bitter.

All commercially available cassava is the sweet type. It's dangerous only if you eat it raw, but it's totally safe to eat if you peel away the skin and boil it for 30 minutes. Tapioca is a processed product from that so you've got nothing to worry about.

The bitter cassava, that's the one you've got to worry about, because that one is always poisonous and in fact releases even more cyanide when boiled. But you will never encounter the bitter cassava unless you are buying your food on some shady Venezuelan wet market or some shit like that.

And yes boba tea always comes with the little tapioca balls you are getting scammed otherwise.

In the past, like at least 20 years now, when I was first ordering boba, you had 3 questions to answer:
1) which tea, and I always said jasmine tea, or black
2) which boba was next, and always say yes, either boba balls or jelly cubes, and what flavor of them, such as the ones steeped in brown sugar, or jellies made from lychee. I guess they have unflavored unsugar boba now, so they check you aren't going to try to bitch at the brown sugar flavor.
3) if you wanted dairy or not, like "milk tea" or not, and now you can specify nondairy coconut milk, and somehow you can get some fruit frozen like a shake/slushy for the whole thing,

It depends on the place, really. Usually if they got coffee and are primarily a "drinks" shop that happens to offer boba, its an extra charge. If the store calls itself a "boba shop" or whatever, the boba is included.
