I don't know when this dumb angle started getting pushed (probably by some religious moralfags) but prison is not suppose to be for rehabilitation. That's the type of shit a politician running for office would say, like referring to a prison as a "rehabilitation center" or something.
The justice system chiefly exists to "dispense justice", not rehabilitate criminals. It exists to keep order in society, because the alternative is for people to take justice into their own hands, and you can't run a society like that.
Human leaders learned a long time ago that you can't have an orderly, productive society when people are going around killing each other in endless blood feuds or hunting each other down seeking retribution, so they made it illegal, but you also can't have criminals going around unpunished, so they created the courts, the police, to keep order and arrest criminals. The judicial system in its entirety exists to punish criminals, not for the sake of the criminals, but for the sake of the victims.
tl;dr prison isn't a rehabilitation center, it's revenge outsourcing. The people allow the state to monopolize "legitimate" violence instead of personally taking revenge for themselves.
