I think Tulsa riots were a new thing between 2016 and 2018. I think that Liendelof had a script about the Tulsa riots that didnt manifested in a project. Maybe he worked with someone together and from that team this idea split 8mto those two projects.
But sometimes there are coincidents or similar inspiration that sparks projects that have a similar base.
For example Rick and Morty had an episode about a personality split were one had to work. Similar to Severance but in the same year that it makes it impossible to be just inspiration.
