Ice users aren't dangerous because if you're in a world of super strong people they should be able to flex out of ice if they can destroy rock and metal. Also, hypothermia and frostbite is too scary to show.

Electricity is relatively clean, cool looking, fast, intuitively powerful. Shutting down the CNS or giving a heart attack also aren't as scary to look at because they don't do visual damage. So it provides an easy out when you don't want to animate the villain destroying a mountain to kill the hero or something.

I mean, that doesn't really change things. Continents aren't a real hard defined thing, either. They're just a conventional thing. Maybe it's called the Ice Continent because it has nearby islands considered part of its landmass? Also, he split it in one way. Maybe that was just across the shorter length of the continent, like if it was a thin line and he only split it horizontally.
Really, again, it's a dubious thing with a lot of ways to be interpreted, and I'm gonna interpret it as the way that I think it makes the most sense in the story.
