In case of most shows, whenever a distinct character is designed, simple efficiency dictates that all the time and effort invested in doing so has to have a payoff in a form of such a character being put to a good use.
However, much of Ben Bocquelet's characters in Gumball originate from his failed pitches for commercials and other such endeavours - meaning that they are just something ready to be crammed into cast of characters regardless of what the show is supposed to be. Almost every student in Elmore Jr High is lazily equipped with a single trademark trait - because again, Ben didn't need to invest time into making them upon conceptualization of Gumball as a show - and just sent off to be thrown at a wall in order to see what sticks and what doesn't. Teri, for instance, had been stuck with a trait of a germaphobe/hypochondriac which is exceptionally narrow and situational, making it super hard to get any mileage out of her even if the writers gave a shit.
