Honestly? I'd keep using MS Office, but switch my document formats to ODF.
The only times where I had compatibility issues was when DOCX/XSLX didn't render properly outside of MS Office. Never had any kind of issues with ODF files, no matter how many times I'd save the files back and forth between MS Office and LibreOffice.

The Danes should probably do the same. Libreoffice Calc is ass. Use the right tool for the job (Excel), but prevent vendor lock in by using ODF.

AD/GP is probably one of the few good things that still remain in Microsoft's ecosystem, unless you count all the cloud-based SaaS bullshit around Azure AD/Entra ID. Falling for sales pitches about off-prem subscription solutions was our biggest mistake.

The real issue is not interference from foreign countries, albeit a valid worry. It is the various vendor lock-ins you see all over.
In this case sure you can open an excel sheet in libreoffice, but good luck getting the formula's to work that someone made 5y ago, you can't even get it working consistently between languages and/or versions of excel.
The real issue is whenever you buy something (or lately rent it) you're being grabbed by the balls so you will keep giving money. Even when given away for 'free' (gmail) you're being scammed into giving up your data and/or being force-fed ads (youtube)

In Munich. I don't think a literal who distribution that's still in beta is a great candidate as the base for a government IT system. OpenSUSE is the obvious choice because out of the main mature distros it's the one with most of the development and funding in Europe.

For at least the past decade, MS Office gave you a pop up upon first launch, asking to choose between OOXML and ODF. I'm willing to bet large amounts of money that Microsoft didn't do this out of consideration, but because of some sort of law.

In any case, my main problem is that 99% of normies freak out and have no clue what to do with any office document that's not a DOCK ECKS. Upload forms or HR people simply won't accept ODT, coworkers / fellow students are gonna look at you like you're trying to send them viruses, etc.

The Document Foundation demanded from them to pay up or call their LibreOffice a Community Edition.
In order to get Enterprise support for LibreOffice, you have to pay the Document Foundation. If you want to provide official support yourself, you have to get certified by them.
RedHat offers Enterprise services, so having this Community Edition doesn't really get over well, it would put them into some weird limbo.

Basically, RedHat should have just offered a way to pay up.
They could have done a deal, but they decided not to, so LibreOffice got removed from RHEL and RHEL customers now get zero support.

Windows doesnt offer windows programs like word and excel on their windows devices anymore for free. You have to pay for windows plus premium costs for word and excel, else you have to use their cloud versions. Thats the real reason to switch off excel and word, is eventually you will need to upgrade your system and all your documents will need to go in microsofts servers. LibreOffice is not great, but its good enough. Its sucks with fonts and indents (try to find a hanging indent setting) but it can in theory do everything and it does enough well, so its better for any body that wants independence from lockin

I've been using LibreOffice and before that OOo for 20 years and never had major issues.
Meanwhile my company uses Office365 trash and it breaks their own Office templates all the time. Organizing files with multiple versions by date is a nightmare since the act of opening automatically saves them. Half the functionality from the desktop versions is in different places or just missing, but if I used that I'd lose out on collaborative editing. Microsoft's own Excel and PowerPoint templates are so shitty they break if you look at them the wrong way, even after them redoing these multiple times.
