50J is a very large pulse, the moon is a very large target, they also put retroreflectors up there to make bouncing lasers off it easier.
Your windows (typical laser mic targets) are like 4 sq.ft, and think, you have to have enough power hitting the window so the signal can fly BACK to the satellite. It'd be well beyond eye-safe limits.

Star wars (the military program) was a thing in the 80s, they've developed more energy weapons since but they generally don't have much use outside niche applications (ADS, shooting down drones with lasers etc).
If they wanted to spy on you, they'd just send a letter to $TECH_COMPANY to wiretap your devices and pull your records. If you don't have those, they have conventional spy satellites that can follow you as you drive to your boogaloo larper campsite

Forgive me for speaking from a US-centric standpoint. We have it good compared to the rest of the anglosphere. You don't even need spy satellites to perform inescapable surveillance in the UK, there's more security cameras in London than in my entire state (larger than your entire country, mind, with 1/25th the population). The best you can do is to not think about it, because trying to circumvent it would just put you further up their list.
