Their autonomous systems announced a route to 1.1.1.1 of less weight than any other route to 1.1.1.1 in the world. they hijacked the global routes to 1.1.1.1 meaning that any tier 1 isp began sending them traffic to 1.1.1.1 because according to the bgp records they were the quickest way to get there

the internet is basically just a series of wires connecting customers to ISPs, and ISPs to other ISPs
the ISPs all maintain routing tables which are basically just text files that determine where data is physically sent if it's routed to a specific IP address (this has to happen, otherwise the internet would be conceptually impossible)
ISPs communicate with each other using BGP (border gateway protocol) to update their routing tables all the time.
a random indian ISP hijacking 1.1.1.1 by broadcasting new routes for it is just something that can happen, they have the authority because they're part of that network I described above and other providers have decided to listen to bgp traffic from that particular system

If you're talking about just assigning your WAN interface an IP address that wasn't allocated by your ISP, it simply won't function at all for internet access. The "internet" wouldn't be routing that IP address back to your equipment so reply traffic would be absent, and furthermore your ISP equipment will drop any internet-bound traffic from your device to begin with because it will fail a simple reverse path forwarding check and whatever other policies they have to block misconfigured customer traffic.

If we're talking about BGP where an AS advertises route prefixes it shouldn't, in theory if the ISP has properly configured their environment there are various BGP features and extensions that can help detect and prevent bad route advertisements from eBGP peers from being accepted into routing tables. In practice, most ISPs are as uncaring and/or incompetent as ever so many of these safeguards aren't in place for a lot of providers. This is why some random shitters in India can advertise Google IP space + other prefixes and some portion of the internet will start routing that traffic there. Unfortunately, BGP was designed in an era where you implicitly trusted the networks you peered with and the security features were mostly built on top of the protocol and many are still optional to implement.

When you use something like cloudflare or google dns, the root servers (which are controlled by glowniggers) don't receive your IP address with the request, since your request is mixed with everyone else who is using the same resolver. They have to query google or cloudflare or whatever with a warrant to spy on your web traffic. But by setting up your own recursive resolver you are just publishing it straight to the source, while also wearing a flashing neon sign that says you're an atypical internet user with above average technical skill.
