For example, it traded the old screenlock system for a fork of MATE's. Before that, I had to change it myself for that of the suckless project. The Whisker Menu slowly evolved into what it is now, and so did many of the applications that are now much better integrated into the system. Under the hood, it does thing like discard the old compositors and thumbnailers for those that work better. Heck, as far as I can tell, the latest upgrade -only- changed things under the hood, but it made the whole desktop *notably* faster. And the XFCE team manages all of this despite having to deal with the crap that Gnome and Red Hat throws at them. I can only wonder how many parts of the system had to be redone entirely, just to avoid things getting shitty.
TL;DR: XFCE only changes things so they work better- and fights the changes that would make XFCE less usable.
