Police and intelligence services in germany is no longer allowed to share data between federal states, unless:
> "The preventive storage of personal data relating to accused persons and suspects is only
permissible if there are actual indications that, due to the nature or execution of the offense, the
personality of the person concerned, or other findings, there is a sufficient likelihood
that the person concerned will commit criminal offenses in the future and that the further processing of the
stored data can contribute to their prevention and prosecution."
5. Section 77 is amended as follows:
a) In paragraph 6, sentence 1, the words “paragraphs 1 to 3” are replaced by the words “paragraphs 1 to 3 and 7 and 8.”
b) After paragraph 6, the following paragraphs 7 and 8 are inserted:

"(7) For the review periods for deletion pursuant to Section 75 (4) of the Federal Data Protection Act, the following applies to personal data of accused persons and suspects stored in the police information network as a precautionary measure

It used to be the case that they could just exchange any type of data about someone between them, now there is a whole lot of bureaucracy and other hurdles involved
