i say try out eq and different targets. se215s is pretty much at the top of iem comfort, but unit variation might be a problem here
you can read the eq guide in the op, and i recommend you check on amazon for different iems in the op and shopping guide so you can get a feel for the fit of modern iems and their sound (the se215 is not great by modern standard)

Yeah tuning foam is bretty gud. When the filters in my G10 clogged, I replaced it with foam and used a coupler to ensure both channels were close to indentical. Pretty dark but a slight lift (10000hz, hsf, +3db) helps.

I'm annoyed at the lack of decent cheap Bluetooth dongles.

I'm looking for something that:
-is cheap
-has a clip
-has decent codecs (aptX/LDAC)
-can function as a USB DAC when the batts die

I want it with Bluetooth since the idea is to be able to listen to music from my phone when I can't keep it in my pocket, but also something that won't become e-waste once the batts die so USB DAC mode for the second wind. Doesn't have to have a PEQ cuz I can do that on the player side, nor do I need it to be some spec sheet destroyer since it's gonna be for music listening, not hardware listening. It just has to have a clean sound with no hiss or buzz or whatever. I don't need fancy apps, balanced outputs or a premium finish. As long as the electronics work well enough.

The HiBy W3 II is a close candidate, even if the USB DAC is locked to 16-bit/48kHz. FiiO BTR11 would be perfect for the budget, but it lacks the USB DAC altogether. The Snowsky Retro Nano doesn't have the clip and getting a case for it would be more expensive than getting some higher tier DAC.

Should I just pull the trigger on the W3 II or is there a better pick for this kind of use case in this price range?

The person who runs the shopping guide doesn't seem to like flatheads I'm guessing, or even try any of the ones that aren't dirt cheap.

Flathead form factor is inherently flawed, but I enjoy them for casual listening in bed.

Look at Yincrow, their RW series is quite nice. Aful Polarnight is also pretty decent. Nicehck EBX25Ti is also really nice if you want excellent clarity from vocals and don't care too much about bass. They're about to release some new limited edition version of it with Hideo Kojima of all people. Pretty wild collab.
TGXEar, LREY and Flathead Audio are three DIYers that sell more premium earbuds. TGXEar has a site you can buy from and Flathead Audio sells on aliexpress. I'm not even sure how to buy from LREY I've just heard about him. Venture Electronics is another brand name that makes some higher priced buds but I think they're worth a skip personally. Their pack of foams are good though.

if you want neutral with midbass boost, do it a proper way
1. choose a correct target - the default JM-1 with bass boost is fine, just add more bass in ~200-300KHz
2. try to match the target as close as you can
3. don't bother EQing upper treble, in FH3 it's so shit it's not even worth it

In addition to anon's advice, use the Align feature of graph tools. Up to you where to align, ~450Hz is often the lowest point of mids on 5128. 1000Hz is also a common standard to align at

Thanks. But comparing mine to JM-1 and it looks like I prefer more pinna gain, similar to Harman. On the other hand I've bought a couple of Harman tuned sets and they've all lacked bass. So maybe it's Harman with a little bit of a midbass boost.

I got my ISN H20 yesterday but they're too warm and lacks that bite/sparkle. Also has too much bass. So maybe Penon isn't for me and I should into something like the Tea Pros or Ziigaat Odyssey?

Its hard to say without a rig, it seems theres more pinna gain than usual, kind of occluding further treble frequencies, the pinna on the og hbb's was very low. But just the fact they are different physically is a dead giveaway.

I also didnt mention but the original ones have a metallic faceplate while all the new ones have something thats lighter and not as cold to the touch as real metal, clearly they cut corners outside and I wont be surprised if they also did with the driver. I guess since I preordered I got "reviewer" unit when it released like two years ago.

Thats what's scary, large enough changes in pinna and bass can be heard, but I couldnt possible spot minute differences on a comparison, since by the time you disconnect and put on another iem you've skewed the test.

I'd say that's not a KZ-level of offense yet. If the driver is the same and the tuning filter parameters are the same, the grill itself shouldn't affect the outcome much if it all - it's really just a protection for the filter underneath. Having said that, I have no clue if they've been changed or not.
