The difference between that and maintaining an old version of a proprietary commercial OS still under copyright protection is that cracking games means you just make the game playable without DRM so that it can be played without purchasing a copy. Which is much easier to do than to actively develop and maintain an OS that is still copyrighted and you don't have permission to maintain and distribute your own forks of Windows XP. there was some attempt to make the leaked code compile with some success but that was the most notable achievement after the leak. If even Microsoft doesn't want to bother with legacy shit anymore, then random /g/ users certainly won't.
The thing is the only viable use case for XP, aside from nostalgia, is compatibility with old apps. Changing the XP source code would be detrimental to backwards compatibility, because even fixing bugs could break some old random application that relied on the existence of these bugs (example: https://cookieplmonster.github.io/2025/04/23/gta-san-andreas-win11-24h2-bug/). And even if someone wants to use XP for nostalgia and doesn't want to use custom Linux DE themes they could just install Supremium or Mypal for modern browsing and that library that allows most modern Windows apps to run on XP I don't remember its name rn.

No because the project is too complex to do it effectively. You need to track bug reports, you need different people willing to work on different subsystems, you need a way to get updates out, and you need a way to coordinate all of this without worrying about DMCA takedowns. No one with the skills for it is going to deal with this. The more hidden it is, the less likely you are going to get the developer numbers you need to do anything worthwhile.

The best you are gonna get is patching old vidya where the source leaked.
In that case you usually have a set list of things you need to do (fix modern platform bugs, linux port if you can be bothered), and you can do it yourself or with friends. Once you are done with what you need to do you can drop the new build somewhere and eventually it will end up on pcgamingwiki where people can get it. This has already happened a few times, usually under the name of "unofficial patch" or "updated game client", because it is much easier to pull off as an anon.

Also that code isn't going to help much. What wine devs do is implement the same functions of Windows libraries but in a different way. A large part of the problem is that you have to install it and edit config files to make it work properly. This might be solved if someone makes an app-ified version, sort of like what the Orbot phone app does for Tor, or integrates it into a browser so it's a simple on/off button to access it.

The other part of the problem is dumbasses like you making it out to be something just for pedos, especially right now with the growing censorship. Windows 98 runs on top of DOS about as much as Linux does if you've launched it using LOADLIN.COM. It only uses DOS as a bootloader stage, and only keeps any traces of it in RAM if you're using any 16 bit drivers loaded via CONFIG.SYS.

It has larger problems though, mainly to make it light enough to run acceptably on the minimum requirement 486. It does use a protected mode kernel and a separate address space for each process. But it maps all of kernel memory into each address space. Doing that is pretty common, but Win9x maps it as writable, which speeds things up because some kernel code can be run directly without a syscall and context switch. That also makes it so any program can read and overwrite whatever kernel data structures it wants though.

Worse, it maps kernel data structures at address zero. I'm sure this mildly optimizes some code somewhere because it doesn't have to load a base address. But it also means that if your program reads from a null pointer -- one of the most common bugs -- you never see an exception, it just successfully reads junk from the kernel and uses it. And if you write to a null pointer, you silently corrupt kernel memory. Then you probably later get an illegal action error box and your program gets killed when it accesses invalid addresses, but by then you've probably overwritten some stuff in the kernel. That's why the text in the illegal action box always suggests you save work and reboot rather than assuming the OS has caught, contained and killed the rogue program like in any other modern OS.

3.x and before ran all Windows programs in the same 16 bit segmented address space with an optional page file, but made a separate VDM address space for each DOS program (386 enhanced mode), or just ran all Windows programs in a single address space with no virtual memory or page mapping (standard mode). These versions also had an option to exit back to DOS without rebooting, and were more or less a glorified DOS shell. So that's probably what you were thinking of.

3.1 also had an optional Win32s subsystem you could install that could run a small number of 32 bit Windows 95 programs. It came with Freecell as a test program, so if your Windows 3.1 has Freecell, you have Win32s. Programs had it not use certain APIs like I think multithreading. It also created a single 32 bit address space that all 32 bit programs had to share. Unlike Win9x your exe might be loaded at any address, so it only worked with exes that were compiled with relocations included (or I think -fPIC so it doesn't need relocations).

Shitty programs and especially shitty drivers were the biggest causes of crashes. This is also why it runs so much better in a VM today. They wrote the VM virtual drivers better, and most of the programs you run in it are better written than what we had back then. Unlike Mac, Linux, BSD or even niche/gimmicky OSes like Aros or TempleOS, nobody uses windows because they want. Nobody.
They use because they need, may it be work or gaming and the only reason to update windows is for hardware/driver/API support.
For the actual user experience, each new version is a net downgrade, as for each new interesting feature, they add five new shitty ones.
To this day the best windows was windows95 because it actually innovated and was interesting at the time, but its success ruined microsoft.

Contrary to popular belief, it was actually in the final shell32.dll. But MS added a "shrunken Run dialog" icon for the final code, and used that for the Start menu instead.
But these were the days when the Shell Icons key in the registry still working, so you could substitute them to your heart's content. This is why icon packs could be so much more expansive before Vista.
