kind of? if you put 10 bucks into openrouter you get 1000 free model requests a day. you can use glm 4.5 air as a free model, and it has good tool use capabilities. it's not that smart of a model though, about as good as claude 3 sonnet or maybe slightly worse I'd say.

for the agent part, you can use an open source vscode extension like Cline, Roo, Kilo Code etc
