The new internet is just so overwhelmingly vast and damaged one's expectations. A website only updating once a month; a chatroom with only 11 users... that was normal.

However, in 2015 and beyond Google began downranking web pages that don't cater to mobile browsers, because mobile had reached 50% of browsers.
By 2017 Discord had finished replacing Skype, IRC, and Teamspeak.
Now 90% of web traffic comes from phonefags. They just use "apps" they got off the "app store" and their thoughts are owned by like 10 corporations max. They could not find an indie software or website if they tried, not that they even know such things exist.
So, what really tied was the tendency of average internet users to accidentally run into organic internet culture when casually operating their computers.

They know that "thing you didn't actually search for that doesn't even work right and is drop shipped by some letter/number salad named company in China" will sell to people because it costs 2 dollars less.
Look at the race to the bottom in durable goods like appliances. You can buy a washing machine these days for 300 dollars. It'll break in 2 years, but the average retard will buy a sub 500 dollar machine even if they have the money. They'll bitch about the quality when it breaks, but they'll go right back out to buy another one and will staunchly refuse to buy a speedqueen that will last them 30 years. That's the mindset of the majority of the population, and that's what all big tech companies are catering to because their sheer mass drowns out any contribution to the contrary you may have to offer.
The instant it stopped taking any real knowledge or skill to get online was the same instant that the engagement driven slopfest that is the modern internet became inevitable. Anyway, the point is that so much of the old internet was organic and run by and for nerds, and anyone who wanted to get some utility out of the net had to not only be capable of using a computer, but would have to interact with those spaces to do it.
It's like when a corporation offers a low price on some product due to the fluke of high competition. They don't do it out of benevolence, they do it because they will literally go out of business if they charge a higher price.
Likewise, the general public is just like that corporation. They have a number of desires that they want their machines to fulfill, and perhaps at one time those desired happened to coincide with something colorful and nice, but as soon as a streamlined way of meeting their interests gets invented they just drop whatever they were doing before.
To them, the Internet is not some grand network of networks where people share ideas and information and create things and make friends. The Internet is a toaster. They pay a cost, like data or money or attention and in return their base impulses are satisfied, or they get simple utility like maps or messaging. Nothing matters other than the lowest common denominator end goal. They were never your friends.
That lawless information postal service is still there and so many people still use it in just that way, it just doesn't get any attention anymore because no one sees it as a frontier these days. The services built on top of it got integrated into society, details were abstracted away, and the general population conflates those services with the Internet itself, so they have no need to talk about it now.

The problem isn't that there's a "shortage of people making random ass sovlfvl websites", but that the "main" sovlless corporation internet has attained so much mass that it just sucks the vast majority of traffic to itself and leaving it is too difficult for any random page to make a dent.
The main websites of the old internet weren't hobbyist-run personal blogs or whatever, they were specialized yet still reasonably large sites that aggregated users from different groups and hobbies each. What is now a subreddit used to be a whole forum, an entire website with its own culture and everything else. These were just small and community-based enough that they could reasonably sustain formation of independent satellites in the form of even smaller user-run sites.
You can't recreate this without somehow forever destroying the "platform" sites like Reddit and Discord that suck up all the communities to themselves because of "ease of access" and "familiarity".

Here's what you're going to do.
You're going to curate a few pieces of media to consume at your leisure over the course of about three to five weeks, and never use the Internet for non-work-related things during that span of time. Give yourself a hard limit, don't overwhelm yourself is the key. Know exactly what websites are mandatory for your lifestyle, if any.
Whenever you get bored, you're gonna pick one of those things to spend your time with. Read that book, play that game, progress through that anime, etc. If it fails to entertain you, either fall back to IRL hobbies, or do some exercise. If you live around family, do stuff with them, even if it's just watching TV.
If you finish something from your list, don't be afraid to run it back. There's nothing wrong with replaying a game after you already completed a save file. Plenty of movies can be seen multiple times and still be enjoyable. Maybe you missed some details in the middle of that book which will make sense on a re-read. The idea is that you don't move on to other media, you stay with what you already have.
The Internet tries to instill in us the idea that novelty is more comforting than familiarity. People don't work that way. A part of us craves verisimilitude. Else we wouldn't have daily routines. Without the Internet's cheap gratification and constant updates, we're forced to wrestle with that which exists in our immediacy.
Once those weeks have passed and you come back online (in a relative sense, as mentioned) one of two things will happen. You'll either see the current Internet as being not unlike the old Internet and approach it with a newfound appreciation of where to go and what to interface with. Or, ideally, you'll begin to phase out Internet altogether, only use it as necessary, and have more indirect relationship with it rather than let it control your life.
If this sounds absurd or autistic, just know that it used to be the default state not even a few decades ago.

I'm going to do this. I have about had it with the slop fest and want my old life back and I'm tired of being depressed.
One of the big things I have done actually involves the Internet, but in a different way, I built a complete retro gaming computer that operates on Windows 7 and is too slow to really use social media effectively forcing me off the slopfest, which is awesome so far, but is plenty fast enough for old games I still like to play.
The games installed are all shit from my childhood and early 20s and most have a fairly active community, stuff like Unreal Tournament 1999 and Counterstrike 1.6 and both still have full servers with actual players not just bots. If they don't have an active community they have a very good story line in single player, stuff like the original Call of Duty the very first one.
The big thing I want to get away from is modern social media, it's not really doing anything for me most of the time, though I have met quite a few creatives in that time that have helped me with photography by posing as models, and I have made some pretty good work as a result. What I'm getting at is the mindless consumption of media and propaganda that has become the norm in the United States.

maybe some servers could be alright, I've heard people say that, but all the ones I've been to, the interaction always sucked fucking ass, because of how the platform works, everything just scrolls upwards as people continue chatting, and nobody actually scrolls up to see the previous messages, so the result is that everybody is just spamming shit competing for attention
most conversations, unless it's like a very specialized server/channel, are at best a few messages back and forth before it fizzles out because something new has overtaken it, and at average like one-off le quirky funny replies, it's like twitter if twitter kept scrolling up before your eyes

I'm pretty sure that fluffing up Gamergate into some giant thing was an intentional act on the part of powerful parties.
The media circling the wagons and running a million articles was an excuse for executing orders from on high, the reality is probably that they and a ton of bots were part of a conscious push to divide the proles.
They also still have bots or actors embedded in various communities to ridicule and delegitimize anyone who tries to make a point of what a scam is was.
