Most problems occur with productivity applications which is why Radeon gpus are not recommended for workstations. Nvidia normally supplies over half of the market, this time they made almost no GPU's and AMD despite making a large amount of cards is unable to fufill all of this demand effectively. The result is a low supply high demand market and increased prices. However besides the US which is also impacted by tariffs the 9070 XT in many regions with some effort can be purchased for around 700 dollars or less. The card will likely go back down to MSRP around January next year when the Supers from Nvidia come out to remain competitive.

Almost every game that has upscaling can be easily modded with Optiscaler to support FSR4. The result is better than native image quality in games with bad TAA. Cyberpunk 2077 before native support was added could be modded with Optiscaler, the game can run ultra RT at 80-90 fps and 50-60 fps pathtracing with good image quality using FSR4 on quality mode.

Native FSR4 integration will get better into the future with many games planned to have support added this year. Because of AMD's collaboration with Sony on Project Amethyst and PSSR it's likely that all future games with a console release will have FSR4 on PC.

There is no conclusive evidence for what the cause is yet. Zen 5 and the 9800X3D in particular have sold very well and most people haven't had any issues. It's possible there was a bad batch of processors and ASRock motherboards have BIOS settings that are worsening the problem, or the fault may entirely be with ASRock, there isn't enough information to make any kind of conclusion yet. For now just avoid ASRock boards to be safe and you will likely be fine like the thousands of other people who have bought and used these CPUs for months with no problem.

I have a Gigabyte Z390 motherboard. I noticed that "LEDs in system power on state" doesn't want to stay on. I set it to "on" and save, reboot, and I can see the fans light up, then turn off again by the time the video signal kicks in. And the fan lights stay off until I go to RGBFusion, where I see the fans have been set to "Off". I can set it to, say, "Static" and they'll stay on until next boot.

I don't know if it was the BIOS update or updating to Windows 11, but since this happened before I boot to Windows, probably the former

I intend to change my CPU in 2 months cause I got a bad 14900k and I'm kind of sick of intel at the moment. I was gonna go 9950x3D but now apparently there's gonna be a 9950x3D2 and I'm wondering if I should just get that? I don't actually need it, no one truly does probably, but I have a terminal case of "I always need the best thing". If it's gonna be like $150 more or something then fuck that, its definitely not worth it, but assuming it isn't, should I do it? im using a 9950x3d, its preddy gud, i don't see myself needing anything else for years, it'll handle the multi-tasking with ease, and only a massive HZ and bus-speed efficiency increase would ever affect gaming performance.

If your oxidised 14900k is fucked, and you NEED the best, just get a 9950x3d. Can't go wrong, except with the motherboard you choose. I'm not 100% that a D15 is enough, i prefer my 360mm AIO for my 9950x3d, keeps it icy-cool. But you can always buy that afterwards if your D15 is struggling to keep it cool.

I have 3 fans on it so that it somehow handles the 14900k I have now. For the motherboard I was looking at the Gigabyte X870E, E cause the non-E version costs about the same so might as well and Gigabyte cause that's what I have now and I am very happy with the motherboard itself so unless they makes shitty mobos for AMD specifically, I figured I should be happy with it.

intel apparently has some dynamic RAM frequency switching on desktops (SAGV) but i don't know why anyone would use it
probably because intel desktop and laptop CPUs share the same base design and firmware

read the manual of your mobo and find a video of somebody doing it on your mobo (there will be)
you will need to power the mobo, it can be alone, needs no ram or cpu, just the mobo to the psu
then you will need to insert a usb on an specific usb port (should be in the manual) with the bios you want to flash downloaded
Make sure that the format of the usb, the name and extension of the archive are correct (again manual, video, online page of your mobo).
Then press the bios flash button a light will blink rapidly for a while to show that its reading then it will blink slower and eventually stop blinking
Mine took... maybe 6 minutes?

My only tip is to consider used high-end graphics cards as they can be surprisingly great value. For ~300-350 bucks a used 3080 Ti or 6950 XT blows the (more expensive) 5060 Ti and 9060 XT out of the water.
You can combine that with some budget AM5 components, a basic case, 32GB RAM and some decently fast storage, and you've got a great machine for potentially sub-1000 euro.

I guess #1 I'd like to be able to install a lot of games. I have pretty fast internet, but it's annoying having to uninstall a game whenever you want to install a new one. Maybe a 1-2 tb SSD at least. I'd also like to be able to play a few newer games like Hogwarts Legacy and Warzone 2 on fairly high settings, and be able to use a browser while gaming (right now if I open Brave while playing a game it goes straight to 100% GPU used, which is to be expected since I only have 8gb of RAM). Other than that just office applications. If it could run Linux well that would be a plus so maybe AMD rather than Nvidia.

I landed at 1621$ but it can be trimmed a bit.
It has 2 TB hard drive which is room for a lot of games but extra storage can be added, i personally have a 2TB nvme for system and games/programs and then a 1TB older SSD for storage and never had a problem.
It has the current meta AMD card as you mentioned preferring it over nvidia
The psu and mobo are slightly overkill but not that much
The case is a very spartan well reviewed case, you might want to pick a pack of 3 fans to install and beef its airflow a bit but the cooler i placed is a very well reviewed one.
This is all from amazon as i dont know the other retailers in america

the 5060 is good if you don't have high expectations.
the 5070 is around 2x stronger, the 5060 ti is slightly weaker than the 5070 but the 5060 TI 16gb can get much better graphics than the 8gb 5060 TI version in very specific games (AKA games that require a 9800x3d to reach stable 100+fps) and most games run the same or better on a 5070 because 4gb more doesn't make much a difference, it only matters when you run out of memory, also note that using more vram will never give you more FPS.
the problem with the 5060 is that the laptop version of the 5060 is identical, usually when you hear about laptop gpu's being weaker, it's only when they falsely advertise that the GPU is the same as a desktop GPU, when it's 1 tier lower (the 5070 mobile is a slightly better 5060 chip, but the 5060 chip only has 8gb of vram, unlike 5070 12gb, you can check which chip is used on a GPU on techpowerup).
so you could find a deeply discounted 5060 or 4060 laptop (like $700), it would give a decent experience.
