that's not possible in general, there are transactions that you will be legally required to not process
if you want to integrate with the regulated financial system you must become either a cop or a fraudster
there are some kinds of censorship that mainstream payment processors do on their own accord, like not allowing merchants to sell porn
some of it is political pressure from rightwing groups that payment networks pass on to processors, but some of it is just the risk
like for porn, more customers than usual will file chargebacks, more merchants than usual are involved in fraud or illegal activity, etc.
there are "censorship free" payment processors out there that will take visa and mastercard, like ccbill, but they have to charge way more to cover this

It's not too bad but you can just pip install the stripe API
In fact you can reimplement the webhook in like 30 lines of <insert favorite language> since that's all you actually need to process payments from them.
