They really didn't give them and ethnostate, having your own ethnic titular republic within Soviet Union didn't really protect against immigration (from other parts of Soviet Union), and if some cases it did it was probably because nobody wanted to go to some bumfuck nowhere and poor as fuck places in Siberia or central Asia.
Didn't protect against the spread of Russian language either, or at least only somewhat, not like if you had your own independent state.

I personally doubt that, but you would have to look into yourself. Probably were just fine with them not being the threat for Soviet regime. Although maybe some soviet leadership would have been happy if Tatars mixed out of existence, but again, I am speculating.
That sort of methods alongside of Russian language did help Russian Empire to solidify its control in European Russia, historically, but that was among mostly other Europeans, mostly Finno Ugrics.
