USSR would be likely still plodding around if literal traitors like Gorbachev, Yakovlev, Gaidar and that ilk weren't able to fall upwards to the top due to Andropov's diabetes killing him a year into the job. Andropovs reforms were already seeing pretty drastic improvements to the Soviet system. So realistically you can just be Brezhnev again and coast. Main thing you would need to deal with is Afghanistan.
If you want to improve the USSR. You would need to double down on Andropovs anti-corruption campaigns, probably reform the party to disempower the Кpacныe диpeктopa who basically ran the regions as industries as their own personal fiefdoms. Institute serious Marxist education and requirements for party membership, and then go crawling to china and beg for forgiveness.
I think also if you have hindsight, probably go all in on IT revolution since the USSR had the smartest mathematicians and programming scientists on earth and focus a lot of development on the far-east, particularly Vladisvostok since the Pacific is the 21st century. Use Warm water from Vladisvostok power plant to stop the bay freezing and it becomes a warm water port.

The vast majority of the people were pro-Soviet and pro-Communism. The dismantling of the USSR was largely the result of Red Directors and literal traitors like Gorbachev who outright wanted the USSR dismantled and Socialism defeated.

Genuinely believe the USSR would have "won" the Cold War if the Ministry of Finance didn't make it's move against Cybernetics because they feared it would move to the TsSU to a more important state role than them.
