The most Pope Leo would be willing to do is to give the Catholic Archbishop of Westminster the title of Patriarch. And even that would be a stretch.

In the entire history of the Catholic Church there has only been one English pope, Pope Adrian IV (1154 to 1159 AD). Most medieval popes were either French or Italian. This caused tremendous issues because England was often at war with France. The papacy as an institution was weakened by its time in Avignon, France (1309-1376). When a pope returned to Rome this led to the Western Schism that was only repaired in 1417 with the death of the last French anti-pope.
King Henry VIII was married to Catherine of Aragon. She was the aunt of Charles V King of Spain and Holy Roman Emperor and the aunt of John III King of Portugal. As a result of the Italian Wars Spain found itself in almost total command of Italy. Naples, Sicily, Milan, and various coastal fortresses on the Tuscan Coast were under direct Spanish control. The rest were dominated following the Battle of Pavia in 1525 when King Francis I of France was taken prisoner and the Sack of Rome in 1527 when Pope Clement VII became a virtual prisoner in his fortress of Castel Sant'Angelo. Pope Clement VII could not grant an annulment to King Henry VIII because of the political situation.
Anglicanism is primarily the state church of England. It contains both high church Anglicans who are almost Catholic and it contains low church Anglicans who are decidedly Protestant with every shade in between as well. The main defining trait of the Anglican church is that it is loyal to the King of England.
