Jesus Christ is fully God and fully man, and was quoting from Psalm 22. Later in the same Psalm it says this:
"For dogs have compassed me: the assembly of the wicked have inclosed me: they pierced my hands and my feet."
(Psalm 22:16)
As for Jesus being fully God and fully man, that is the only way in which it would be possible for Him to die and be resurrected on the third day. All of that applies to His human nature.
"Beware lest any man spoil you through philosophy and vain deceit, after the tradition of men, after the rudiments of the world, and not after Christ.
For in him dwelleth all the fulness of the Godhead bodily."

"Let this mind be in you, which was also in Christ Jesus:
