Orrr maybe you should think about what you're drawing before putting dark lines down. It's okay to do a small doodle so you know where you're going. Pen is nice and you should learn it but I don't think doing this drawing in pen would improve anything. Just learn to draw lighter before committing to darker lines.

Changing the sleeve color fixed her palette but the outfit design is just a mess.
What's her background/story? To me the biggest issue with her outfit is that it feels too much like a costume and not something a person would actually wear in their day-to-day. The shiny material, stripes, and matching top, bottom, and shoes all contribute to this. If she's say, some kind of circus performer or superhero, then the costume-y look could be fine. Otherwise it just makes her look fake.
Another issue is that it feels like there's a lot of contradicting elements in her outfit that don't seem intentional. She's showing a lot of skin, wearing loose coverings like the type worn to protect from the sun, and she's tan which suggest she's from a hot climate. But the material of her clothes looks like vinyl or latex, which are absolutely miserable to wear in the heat. It also looks like she might be some kind of acrobat or dancer because her outfit looks easy to move around in... but then she's wearing thigh high boots with a high platform(?). You don't have to follow realism 100%, and it's fine to have contradictions if you just think it looks better, but it's good to at least consider the logic of the outfit.
Try redesigning her outfit with those things in mind. Keep one or two elements from the original- personally I like the loose transparent sleeves.

got a very rough idea of a gunsword idea I had for that visual novel I'm working on
the reciprocating bolt and charging handle is the crux of the weapon's existence in the story. at first the love interest gives the weapon to the protagonist because it's a beautiful yet fragile and complex thing, like the protagonist. later in the story, the two fight and the love interest overpowers the protagonist and the two do that stereotypical sword clash pose of guard to guard and rather than firing the gun to hit something, the protagonist fires it to use the force as a way to force his opponent's blade out of the way so that he could strike, essentially a gunpowder powered parry which couldn't happen with a different mechanism
plus the bolt moves forward due to had blowback or something lol, makes sense bc if it moved back the quillon wouldn't be very effective as a sword strike would likely move it back
I feel like this is slightly autistic but it seems cool and it's for a good plot point and moment, as the backhanded gift the love interest have the protagonist ends up being his death as the protagonist's qualities he was highlighting are what allowed the protagonist to think of using the sword in that way
and it goes further where the counter slash hits his neck only for the love interest to recover and thrust in a dying attempt to kill the protagonist, who swivels up to block before thrusting the blade into the love interest's heart and pulling the trigger, bursting his chest open and killing him instantly
no idea how I'm going to draw any of this but it sounds cool in my head

Finished it! I did what I could to fix the legs with puppet warp, but there wasn't much I could do without redrawing the lines, so I got lazy and left it like that. I think I'm getting better at doing backgrounds, I just have to get better at drawing people now.

Did you just start? Jumping straight into a complicated stylized image like that is extremely difficult for a total beginner. Right now you can intuit your drawing looks bad, but you can't identify the actual problem because you lack observation skills.
